Has the pressure on the pension scheme increased? In a decade, spending jumped

Despite the increase in the number of contributors to the pension and income scheme during the first 9 months of this year, the pressure on expenses has increased significantly from year to year.

The official data of the Ministry of Finance show that social security expenses, which include money distributed to pensioners and other treatments covered by the Social Security Institute, have a progressive increase over the years.

Specifically, referring to the data analyzed by SCAN, if these expenses in the period January-September 2014 were recorded at 97.6 billion ALL, in the 9th month of 2024, the financial coverage for pensioners and other categories results in 173.3 billion ALL, with a jump of 75.7 billion ALL. In other words, the pressure on the scheme has increased to 73.3 percent, also due to the increase in the number of beneficiaries from year to year.

Official data from the Social Insurance Institute show that by June 2023, the number of beneficiary pensioners has reached 713,333 individuals, with an increase of 8,334 more than the end of the year we left behind. While the total number of beneficiaries from all ISSH schemes reaches 796,536 individuals.

Income from special funds, social and health insurance, was realized in the amount of 118 billion ALL for the period January-September 2024, 12.3 billion ALL or 11.6% more than 9-month 2023, as well as 100.5% realization of the plan.

To cover the deficit of the scheme between income and expenses, the state budget subsidizes an average of 4.5 billion ALL per year.

This is also the reason why the government has launched a new anti-information reform that focuses on the under-declaration of wages, with the aim of increasing income from contributions to the budget and soundness of the pension scheme.
