The investigative show "Fiks Fare" dealt with the construction of the illegal constructions that were done in the protected area of Shkodra lake and Tarabosh.
36 of them have taken over the protected area, but the prosecution has no names.
Fixed Fare brought images of these unlicensed constructions done in the protected area of Lake Skar. The damaged area is thousands of square meters.
In 2005, the lake was declared a protected area, including the villages of Zogaj, Shiroka and Mount Tarabosh with an area of 26,535 ha. A year ago, two villages Zogaj and Shiroke emerged from this map and the area of the protected area was reduced to 1,24 ha. But the construction that Fixes Fare condemns are in the protected area and no one does anything. The unlicensed constructions are grouped into two blocks of villas and a lakeside restaurant damaging the protected area to thousands of square meters.
Fiksi addressed this natural disaster to the Agency for The Administration of Protected Areas, which in its response acknowledged that there are 12,580 square meters of damage to the protected area, natural park. But the powers of this institution are up to monitoring and densering cases. But the very fact that there are constructions without permission in this area the Agency also takes on the faults where it charges those employees who according to it have not reported on the indemnities. The measure taken against these employees was to leave the work, but the constructions in the natural park are still there. The Agency states in its response that it has reported 26 cases of occupiement, digging, road opening and squares to the Territorial Protection Inspectorate in shkodra Municipality.
In these conditions, Fiksi also addressed the Municipality of Shkodra. The inspectorate acknowledges that there are 36 objects without permission in the protected area. They made calls to the prosecution and a decision was made to break up, but the decisions with the breach were not exhausted for lack of means.
Fiksi asked for information about the indictees in the First Instance Prosecution Of Shkodra, which returns a lukewarm and very short answer. She explains that for 2023 three cases where four individuals have been prosecuted have been referred. So a number many times lower than that which the inspectorate and protected areas have assented and referred to. What happened to these snaffling? In a proceeding the procurement explains that three referrals have been joined and the case has been tried. Two cases are under investigation and for another, non-starter has been decided. The restaurant is also under investigation. As for 2022, the procurement explains that there were 16 charges where 10 of them were prosecuted. As far as the prosecution has not clarified who are the prosecutors who have dealt with the investigations, as well as cases where non-start or rest is decided. There are no names, but there are no names.
From an observation that Fiksi made about the ownership of these objects, it appears that some owners are at the age of 90 and with residence in Tirana.
