"How this happened remains a mystery to us." This is what Deputy Prime Minister Belinda Balluku said about the 9-story building built without permission in the Farka area, near Dry Lake in the capital.
Recently, the name of her investor has been revealed and it is the well-known businessman Julian Morina, otherwise known as Lul Morina.
The palace is located in front of another of his businesses, Hotel Radison Morina. The building, built in a very coveted area in the capital, was built entirely without permission, namely two floors below ground and seven floors above ground.
The businessman Julian Morina must pay a fine of 35,000 lek per square meter for his building, or he will donate it to be used as apartments for social housing or office environments for institutions.
If none of them happen, businessman Julian Morina will have his building built without permission confiscated. Balluku considered its construction as the most "flagrant" case.
