The murder of Gentian Qarri, Bledar Birçaj and drug trafficking - SPAK reveals the details of the action against Inez Hajrulla's group

The Special Prosecution Office Against Corruption and Organized Crime (SPAK) has revealed details from the crackdown on Inez Hajrulla's criminal group, based in Vlora, involved in serious murders and international drug trafficking, with activity extending to several countries of the European Union.

SPAK says that investigations, based on encrypted communications in the SKYECC application and other investigative actions, have documented the execution of Gentian Qarri on February 6, 2021, and Bledar Birçaj on May 10, 2021, organized and coordinated by members of the group. The perpetrators used vehicles, surveillance cameras, and detailed plans to commit the crimes.

In the framework of criminal proceedings 152/2022, the Special Court of First Instance has imposed the security measure "arrest in prison" for 8 people, one of whom is currently arrested in Switzerland. The execution of the measures was carried out by the National Bureau of Investigation, the State Police and the Police Supervision Agency.

The investigations have also uncovered sophisticated international drug trafficking activity. Among the main seizures are: 750 kg of cocaine in Rotterdam from Ecuador; 14 kg of cocaine in Patras, Greece; 400 kg of cocaine from Spain to Germany; 227 kg of cannabis sativa at the Ipsala customs point, Turkey and 500 kg in Bogorodica, North Macedonia.

SPAK strikes a structured criminal group based in Vlora, involved in international drug trafficking and committing serious crimes

The Special Prosecution Office against Corruption and Organized Crime has conducted an extensive investigation into a structured criminal group, based in the city of Vlora and with activities extending to several countries of the European Union.

The investigations are based on encrypted SKYECC communications as well as other investigative actions.

Through them, it was discovered that this criminal group was involved in crimes against the person, international drug trafficking, and laundering of the proceeds of crime.

Within the framework of criminal proceedings 152 of 2022, the Special Prosecution Office is investigating the criminal offenses: "Trafficking in narcotics" committed in cooperation in the form of a structured criminal group provided for in Articles 283/a and 28 point 4 of the Criminal Code, "Structured criminal group" provided for in Article 333/a of the Criminal Code, "Commitment of criminal offenses by a criminal organization and a structured criminal group", provided for in Article 334 of the Criminal Code, and "Laundering of the proceeds of a criminal offense or criminal activity" provided for in Article 287 of the Criminal Code.

Following the request of SPAK, the Special Court of First Instance, with decision no. 13, dated 5.3.2026, has imposed the personal security measure "arrest in prison" for 8 Albanian citizens.

Byroja Kombëtare e Hetimit (BKH) në bashkëpunim me Drejtorinë e Përgjithshme të Policisë së Shtetit dhe Agjencinë e Mbikëqyrjes Policore ka ekzekutuar masat e sigurimit për 3 shtetas, një prej të cilëve ndodhet aktualisht i arrestuar në Zvicër. Vijon puna për kapjen dhe ekzekutimin e masave të sigurimit për 5 persona të tjerë.

Personat ndaj të cilëve është ekzekutuar masa “arrest në burg” janë:

R.K., oficer policie

F.P., alias F.S., alias F.M., alias F.S.

Ndërsa shtetasi:

H.M. është arrestuar në Zvicër.

Për interes të këtij hetimi, SPAK ka marrë miratimin e Gjykatës së Posaçme për kontrollet ndaj personave të dyshuar, disa banesave dhe automjeteve të cilat janë ende në vijim.

Gjatë hetimit të këtij procedimi janë dokumentuar faktet penale si më poshtë:

“Vrasja me paramendim”, parashikuar nga nenin 78, paragrafi 2 i Kodit Penal në dëm të shtetasit Gentjan Qarri më datën 6 shkurt 2021 në qytetin e Vlorës, e kryer në formë të veçantë të bashkëpunimit atë të grupit kriminal,“Grupi i strukturuar kriminal” dhe “Kryerje e veprave penale nga organizata kriminale dhe grup i strukturuar kriminal”, parashikuar nga nenet 28/4, 333/a dhe 334 paragrafi i parë të Kodit Penal.
Të hetuarit I.H dhe E.M, në bashkëpunim me pjestarë të tjerë të grupit të strukturuar kriminal kanë organizuar, ndërvepruar dhe koordinuar në kohë reale me ekzekutorët, me qëllim realizimin e vrasjes dhe kanë dhënë udhëzime operative që kishin të bënin me  monitorimin e viktimës, sigurimin e automjeteve dhe kryerjes së vrasjes, fshehjen e autorëve dhe djegien e automjetit me të cilin janë larguar autorët.

Sigurimi i kushteve dhe i mjeteve materiale për të kryer vrasje në dëm të shtetasi B.B

Nga analiza e komunikimeve, rezulton se I. H. dhe E. M. si dhe shtetas të paidentifikuar deri në këtë fazë të hetimit, në bashkëpunim me njeri- tjetrin, kanë ndërmarrë një seri veprimesh të qëllimshme, për të realizuar vrasjen e shtetasit B. B. Ata kanë siguruar të gjitha kushtet dhe kanë përdorur mjete teknike, si kamera survejimi dhe kanë vëzhguar lokalin “The boss” në pronësi të shtetasit B. B., për të monitoruar në mënyrë të vazhdueshme lëvizjet, oraret dhe personat, me të cilët shoqërohet. Gjithashtu rezulton se ata kanë hartuar një plan konkret për mënyrën dhe vendin e ekzekutimit. Shtetasi B. B. është ekzekutuar më datë 10 maj 2021, në lagjen ‘Hajro Çakërri’, në Vlorë.

Gjatë hetimeve dhe analizës së komunikimeve të koduara në SkyECC, Byroja Kombëtare e Hetimit ka dokumentuar disa raste të trafikimit ndërkombëtar të lëndëve narkotike dhe sekuestrime të konsiderueshme:

Në portin e Roterdamit në Holandë është sekuestruar një sasi prej 750 kilogramë kokainë, e porositur në Ekuador nga shtetasit F.P (me disa identitete) në bashkëpunim me M.D dhe persona të tjerë të paidentifikuar, me destinacion vendet e Bashkimit Europian. Hetimet tregojnë se grupi kishte krijuar një mekanizëm financiar të sofistikuar për financimin dhe transportin e drogës.

Also, about 14 kilograms of cocaine were seized by the Greek Police in Patras, inside a truck traveling from the Netherlands. From the communications it appears that another drug shipment destined for Italy was also being transported in this vehicle, a transport organized by A.Xh. in collaboration with other persons.
In another case, 400 kilograms of cocaine trafficked from Spain to Germany in December 2020 were seized by the German authorities. According to the investigations, the orderers and possessors of this quantity are suspected to be citizens RK, a police officer (who previously held positions at the DVP Vlora, Fier, Tirana and Kukës), and AM, in collaboration with other members of the criminal group, who had also invested in vessels for drug transportation.

Seizures of cannabis sativa narcotics have also been documented, including 227 kilograms seized at the Ipsala customs point in Turkey in July 2020 and around 500 kilograms seized at the Bogorodica border crossing in North Macedonia in March 2021, which were allegedly being transported by trucks to Turkey via Greece.
According to the investigations, the criminal group had set up sophisticated financial mechanisms to make payments and finance the purchase of narcotics in Latin America, while the transport was carried out via sea and land routes to European Union countries.

Police officer involvement

The investigation has revealed that citizen RK, a police officer, is suspected of using his position to assist criminal activity, by:

providing logistics for the transportation of narcotics;

release confidential information on police checks;

interfered with mobile devices by deleting data of interest to the investigation;

illegally used the TIMS system for the interests of persons involved in criminal activity;

use encrypted communication in the SKYECC application.

This operation was carried out thanks to close inter-institutional and international cooperation between SPAK, Europol, Eurojust, DEA and law enforcement agencies of the European Union countries. The Special Prosecution Office thanks the investigators of the National Bureau of Investigation, the State Police and the Police Supervision Agency for their support during the execution of security measures.

Investigations continue for the full legal documentation of the criminal activity as well as for the identification of other perpetrators involved in this criminal activity.
