SPAK clarifies the role of the Police Chief who was arrested today: He was providing confidential information to Hajrulla's group

The Special Prosecution Office has clarified the role of Rezart Kuçi, head of the scientific police section in Kukës, who was arrested today by SPAK. 

According to SPAK, police officer Rezart Kuçi assisted Hajrulla's group by providing logistics for the transport of narcotics; extracting confidential information on police checks; interfering with mobile devices by deleting data of interest to the investigation; illegally using the TIMS system for the interests of persons involved in criminal activity and using encrypted communication in the SKYECC application.

In 2025, when Gentjan Qarri and Bledar Birçaj were executed - for whom special investigators believe that behind both murders was the group of Inez Hajrulla, a character known to the authorities in Vlora - Kuçi was the head of the investigation of crimes in Vlora, and moved over time to several other tasks, in Lushnje, head of crimes at police station number 1 in Tirana.

The SPAK statement states that Kuçi was one of the orderers of 400 kilograms of cocaine trafficked from Spain to Germany in December 2020, which were seized by German authorities. Police officer Rezart Kuçi was the co-orderer of the quantity of drugs along with Armen Memishaj, who is wanted. The two had collaborated with other members of the criminal group, and had also invested in vessels for drug transportation.

Police officer Rezart Kuçi, today the head of the section at the scientific police in Kukës, was arrested for 3 serious criminal offenses, abuse of office, drug trafficking and participation in a structured criminal group.
