Jonaid Myzyri of the Centralized Purchasing Operator continues to sign tenders worth millions of euros in the healthcare field, where competition seems to be merely a formal concept.

Recently, this institution has closed the procedure for the purchase of specific medical materials for the Neurosurgery Service at the University Trauma Hospital.

Simply put, it is about vital equipment for brain and spinal surgeries for the next two years, with a fund limit of 3 million euros.

For a contract of this size, which exceeds the high monetary limits, logic and law would require a strong competition between companies to secure the best price. But the institution led by Myzyri has chosen the shortest path. Only one bid was submitted for this procedure, that of the company “OES DISTRIMED” with a bid of 99.6% of the limit fund. With no rival in front, OPB has declared the company in question the winner.

Instead of canceling the procedure or postponing it to promote market competition, the OPB chose to award the contract to the sole operator. This entity is not an unknown name in the corridors of public health, but one of the largest beneficiaries of its funds.

The company, which is owned by Ermal Rizaj and Orjada Jaho, has won hundreds of tenders in this sector in the last 7 years alone. According to Open Spending data, over the past seven years, this operator has collected around 60 million euros from the state budget.

However, major questions remain over how this money is being allocated, with the lack of competition raising strong doubts about the management of public funds. The main responsibility for this practice falls on Jonaid Myzyri, who took over the Centralized Purchasing Operator without yet fully closing his accounts with SPAK. /vna.al
