The unauthorized sale of SIM cards, considered a criminal offense since 2014 due to the danger it presents, takes place on a sunny day in the center of Tirana.
The Fiks Fare show conducted a few days of observation in the area in front of the Bank of Albania known as "the dollar", where different traders easily sell phone numbers registered in the name of other people and activated, ready for use. Even the merchants themselves are aware of the purpose for which the "goods" they sell are used.
These numbers are sold at a price several times higher than their normal price. The price varies from 2,000 Lek to 6,000 Lek. But at these merchants you will not only find SIM cards of Albanian companies, but also SIM cards of Italian and English companies. The latter can only be used to activate social networks.
The purchase of these numbers according to Article 193/d dated 03/17/2014, is considered a criminal offense due to the danger it presents. Selling them is punishable by imprisonment from thirty days to six months.
In the conversations that Fiks journalists had with the merchants who sold in this area, they confirmed by voice and image that a variety of numbers are sold in this black market. The traders said that the numbers they have are Italian, English, German and two numbers of two Albanian companies.
On the first day, Fix journalists met two dealers who were selling unregistered numbers.
At first, journalists ask for an unspecified number, traders are suggested to get an Italian, English, German or Albanian number.
English numbers cost 3,000 Lek, Italian numbers 6,000 Lek, while Albanian numbers cost 2,000 Lek.
"You will put it on the phone and immediately two messages will come, one message is for activating the number while the other is the card number that you will use to open WhatsApp," says the merchant.
The journalists bought an English number worth 3,000 ALL, which was not activated when it was placed on the mobile device. After the number was not activated the journalists went back to the 'dollar' to ask for another number. The same dealer offered them another number, but they didn't work either. 4 numbers had to be changed until one was found that was active.
The next day, Fisk reporters managed to meet the supplier who distributed the numbers to dealers. This time, Fiks's associate returns to buy an Italian number, worth 3500 ALL. The latter helps the associate to activate the number on the mobile device.
In the conversations that Fiksi had with the supplier, it can be seen that they do this work with complete confidence since they have acquaintances. He says that there were cases where he was caught by the police and that he stayed inside, he also says that the case went to the prosecutor's office and the court.
