The Director General of the State Police, Muhamet Rrumbullaku was present at the "Security - Evaluation - Support" event, for the results of the national operation Temple, the summer tourist season, as well as the legal package for increasing security, where he expressed his gratitude and thanks for every police officer for the smooth running of the tourist season.

During his speech, Rrumbullaku said that this tourist season was completely successful and without incidents, as well as with a significant increase in the image of our country, on the international level, where he also mentioned the security that tourists have felt during their visit to Albania.

Rrumbullaku also added that this tourist season was not only well managed, but also had international partners, important missions, joint patrols with Italian and Kosovo police, exchanges of experiences with the Croatian police and coordinated responses with the support services of the fire brigade. of health and local government.

Welcoming you to the activity organized for the tourist season, convinced that we managed it successfully, and that this tourist season achieved its goal through a comprehensive coordination of government structures in cooperation with the State Police, in order to increase security of life, providing a quality and fast service to Albanian and foreign citizens, with the aim of fulfilling their expectations in all aspects.

This year, the commitment of the State Police has been very special and multidimensional, for several reasons.

First, the extraordinary flow of tourists and vacationers who chose our country was an indicator of the trust and appreciation of citizens around the world, in the standards of safety, order and public tranquility of our country.

Secondly, in one way or another, it is difficult to find a citizen, tourist or vacationer who has not received service, assistance or information from a police officer at least once during the 2023 summer tourist season. This direct contact, marked with high feelings of responsibility, professionalism and humanity, is dedicated to the multidimensional engagement of the State Police.

At every end of the territory, at every border point, in every square, in every tourist area, on the tops of mountains and in the middle of the endless blue space, the effectives of the Maritime Police Unit, the Alpine Police, the Local Directorates and the National Security Service , have been present, to react immediately to any report or denunciation of violations of maritime safety, navigation rules, security perimeters, competition rules between businesses that offer service during the summer, road traffic rules, levels regulated by law of noise and acoustic pollution and cases of arson, as well as to any request for help or information.

Thirdly, like any other high-caliber quality work, this tourist season was not well managed alone. International partners, important missions, joint patrols with the police of Italy and Kosovo, exchanges of experiences with the police of Croatia and coordinated responses with the support services of fire fighters, health and local government, have accompanied and continue to accompany the employees of State Police, for integrated issues that require joint commitment and intervention.

All these elements, interdependent on each other, resulted in a completely successful and incident-free tourist season, as well as a significant increase in the image of our country, internationally.

For this reason, I find the opportunity to express my gratitude and appreciation to every police officer who was engaged in the field and who sacrificed leaves, days off and time with family, to be close to citizens, tourists and vacationers, in fulfillment of the major mission to the success of the summer tourist season.

The Prime Minister, at the meeting for the 2023 Tourist Season, emphasized that: "...more than the conclusion of the summer tourist season, it is the opening of a discussion process that we will continue, with all the groups involved in the joint effort, to return Albania to in 2030, in a champion country of tourism in our region...".

This is a challenge for the country, but it is more of a challenge for the State Police services, not only in the summer season, but for the whole year. After every day we see groups of tourists visiting our country, and the variety of activities related to tourism, in the sea, in the mountains and in the natural beauties of our country.

This challenge brings increased tasks for the State Police, to maintain the level of management based on this year's experience, but also to raise to a higher level, the professionalism, performance and dynamism of the structures, in order to create an environment safe for the visitors of our country, whether Albanian citizens or foreigners.

I want to share with you that as a result of the measures taken during the tourist season, no criminal events have been recorded against the lives of local and foreign tourists or visitors.

The measures we took to manage the tourist season were complex, spread throughout the year, and relied on:

➢ Implementation of the tasks left by the Prime Minister, in the plan of measures and active participation in the inter-institutional Task Force, in order to guarantee order and public safety in tourist areas and beaches;

➢ The ongoing orders of the Minister of the Interior, for the smooth running of the tourist season, in terms of security and additional measures to prevent serious incidents on land and at sea. Measures that include security in general, and road and border security in particular;

➢ Implementation of the Work Program, in order to guarantee order and public safety in tourist areas and beaches, to increase road safety parameters and manage entry/exit at the border, cooperating with other responsible institutions, such as the Ministry of Tourism and Environment, Ministry of Infrastructure and Energy, General Maritime Directorate, Coast Guard, Coastal Agency, Prefectures, Local Government Bodies and Tourist Agencies;

➢ Management of control over central and local structures, for monitoring and controlling the implementation of tasks, in fulfillment of the legal framework that regulates the activity of vessels in the maritime space and internal waters, especially those for tourism and entertainment. This is accomplished through a daily and weekly process of monitoring, control and reporting;

➢ The establishment and operation of the Maritime Police Unit (seasonal) was carried out, in order to verify the activity and increase the indicators for the prevention and punishment of law breakers, in the coastal areas prohibited for the movement of tourist and entertainment vessels;

➢ The increase of technical, IT and logistic parameters, ensuring the improvement of the infrastructure of the border crossing points and the operation of the IT network of the State Police at maximum values, as well as the establishment of additional measures related to the control and taking of measures on the road , placing digital tablets, digital alcohol-testing devices, drones, speed measuring radars, digital cameras mounted on vehicles, etc.;

➢ The establishment and operation of 6 temporary police stations in tourist areas such as Theth, Valbona, Tale, Gjiri i Lalzi, Palas and Ksamil. The innovation for this year was the establishment of a 24/7 police service, at the Koman Quay, for monitoring and increasing security parameters, in relation to the activity with watercraft on the Koman Lake and the Shala River;

➢ In cooperation with ARRSH and the local government, the vertical and horizontal signaling systems were renewed and completed, traffic flow management was also ensured, especially on weekends, taking care and counseling in relation to the drivers of vehicles in operation to avoid accidents or dangers on the road;

➢ In cooperation with the Coastal Agency, information has been exchanged about licensed beaches, cooperation that has made it possible to easily identify abusive beaches and take measures for the development of activities based on legality.

A tireless work on the part of the State Police has been done in relation to the awareness of local and foreign vacationers and businesses, in the following directions:

- Prevention of noise pollution, taking security measures, for setting up observation points on beaches, placing buoys in the sea, creating bases for watercraft and especially water motors;

- Providing the possibility of direct communication with Police structures, citizens, through contact numbers, direct presence in the implementation of road traffic rules;

- Cooperation with administrators of businesses and ambulatory services along the coast, exchanging phone numbers for police services, control room, service managers, fire protection and rescue service, hospital emergency, control rooms and addressing concerns from them and the immediate response of the Police to increase the security of vacationers.

The contribution of each actor, as well as the taking of full measures by the police structures, ensured a calm and safe climate reflected in:

- Evaluation of the measures taken by vacationers who visited Albania and the positive promotion of our country in the international media;

- Taking full measures to ensure the diversity of participation in tourist activities, in organizations that have been carried out in tourist areas and cities, where, among other things, we mention the many activities organized in Tirana, due to its announcement "European Capital of Sport", for the year 2023.

Planning of police officers for the smooth running of the tourist season:

- During the 2023 summer tourist season, 1632 police officers were planned to serve in tourist areas/beaches, of which; 362 public order police officers, 73 police officers of crime investigation structures, 100 traffic police officers, 185 police officers of SOS Operational structures, 912 border and migration police officers, (of which 144 police officers with marine and 771 in the CCP);

- 205 vehicles are available for these services during the summer tourist season (of which: 40 cars, 30 vans, 35 motorcycles, 56 bicycles and 44 boats).

The tourist season could not have been realized in this high degree without the close cooperation with our permanent international partners, where we mention:

– The Italian nucleus of the Maritime Border of the "Guardia di Finanza", in the fight against criminality and the monitoring of the maritime space;

– FRONTEX, “JO Albania Sea 2022”, ku zhvillohen dhe koordinohen operacione të përbashkëta në kufijtë detarë dhe tokësorë të vendit tonë, për të kontrolluar flukset e imigracionit të paligjshëm, për të luftuar krimin ndërkufitar dhe për të rritur bashkëpunimin me partnerët;

– Policinë Gjermane dhe Holandeze, të mbështetur nga EUROPOL dhe FRONTEX,  të cilat kanë dhënë një kontribut dhe vlerë të shtuar në operacionet e zhvilluara nga Policia Shqiptare;

– Hapjen e Qendrës së Përbashkët të Shkëmbimit të Informacionit Shqipëri-Greqi, në territorin e palës Greke;

– Hapjen e Pikës së Përbashkët të Kalimit Kufitar Qafë Thanë, me Maqedoninë e Veriut;

– Zbatimin korrekt të marrëveshjeve me Policinë e Kosovës, të Malit të Zi, të Italisë dhe atë të Kroacisë, për të kryer patrullime të përbashkëta, për mbarëvajtjen dhe dhënien ndihmë shtetasve që kanë patur destinacion Shqipërinë.

Treguesit dhe rezultatet e kontrolleve në kufirin detar:

Gjatë këtij sezoni është monitoruar me përgjegjësi zbatimi i ligjshmërisë në lëvizjen e mjeteve lundruese turistike në hapësirën detare shqiptare ku si rezultat i shërbimeve të organizuara janë arritur këto rezultate:

– Janë evidentuar 104 raste dhënie ndihme, ndaj 485 shtetasve me 65 mjete lundruese.

– Gjatë kësaj periudhe janë kontrolluar 4901 mjete lundruese, nga të cilat 331 janë gjetur me shkelje ligjore, 280 janë bllokuar dhe janë vendosur 331 masa administrative me vlerë totale 10.6 milionëlekë, si dhe janë zhbllokuar pas shlyerjes së gjobave 276 mjete lundruese.

Për periudhën Janar – 26 Tetor:

• Janë përpunuar në hyrje-dalje në total, rreth  28,6 milion Shtetas shqiptarë e të huaj;

• Janë përpunuar në hyrje dalje në total rreth 7,7 milion mjete në PKK.

• Janë përpunuar rreth 8,86 milion shtetas të huaj, që kanë hyrë në territorin e Republikës së Shqipërisë;

• Janë përpunuar në hyrje dhe dalje 10362 tragete shqiptare dhe të huaj;

• Janë përpunuar 3699 jahte të huaja në hyrje dhe në dalje;

• Janë përpunuar 38 973 avionë në hyrje dalje, ose 9937 avionë më shumë se vitin 2022.

6. Treguesit dhe rezultatet e turizmit malor:

Me të njëjtin vlerësim, në kuadrin e masave të sigurisë nga Policia është vlerësuar edhe siguria ne zonat turistike malore, ku kanë funksionuar Stacionet e Përkohshme Policore.

Si rezultat i këtyre masave dhe prezencës policore, është siguruar rendi dhe qetësia për shtetasit dhe pushuesit, ku në disa raste u është dhënë ndihmë nga Stacionet Policore, dhe Njësitë Alpine, në Theth, Valbonë, Kukës, Krujë, Vlorë, Himarë, Përmet e Berat, për 75 turistëve të huaj, të cilët janë shpëtuar dhe gjetur në terrene të vështira malore.

Në disa raste ka qenë e nevojshme ndërhyrja e shërbimeve të specializuara, duke organizuar operacione kërkim/shpëtimi, si dhe duke bashkëpunuar dhe bashkërenduar me shërbimet e tjera të ndihmës së parë.

Treguesit dhe produktiviteti i strukturave antikrim dhe  kontrollit të territorit:

Përgjatë këtij sezoni, nuk është evidentuar asnjë ngjarje kriminale, ndaj jetës së turistëve apo vizitorëve vendas dhe të huaj.

Gjithashtu, nuk është evidentuar asnjë kallëzim nga shtetas të huaj për krime të rënda ndaj jetës, shëndetit apo pasurisë së tyre.

Janë ndërmarrë dhe përmbyllur me sukses një sërë operacionesh policore në kuadër të procedimeve penale, me mbështetjen dhe bashkëpunimin të ngushte me Prokurorinë e Posaçme dhe Prokurorive të Juridiksionit të Përgjithshëm:

– Në fushën e krimit të organizuar, 51 operacione nga te cilat 38 kombëtare dhe 13 ndërkombëtare.

– Në fushën e krimeve kundër jetës dhe shëndetit, 20 operacione policore.

– Në fushën e krimeve kundër personit  29 operacione.

– Në fushën e krimeve kundër narkotikeve 136 operacione, nga të cilat 97 operacione kombëtare dhe 39 ndërkombëtare.

– Në fushën e kapjes së personave në kërkim kombëtar dhe ndërkombëtar: janë vënë para drejtësisë shqiptare 1399 shtetas, nga te cilët 1211 në kërkim kombëtar dhe 188 në kërkim ndërkombëtar. 

Parandalimi aksidenteve:

Në rrugët e Shqipërisë, gjatë sezonit turistik, kemi patur një shtim të madh të mjeteve që kanë shfrytëzuar arteriet rrugore.

Nëse mjetet e shtetasve shqiptarë janë rreth 840 mijë, gjatë kësaj periudhe ky numër ka shkuar afërsisht në 3.8 milionë mjete.

Pavarësisht rritjes së numrit të automjeteve në akset rrugore, strukturat policore kanë operuar me sukses problematikat e shfaqura në fushën e menaxhimit të trafikut urban dhe interurban.

Duke falënderuar të gjithë aktorët vendas dhe partnerët ndërkombëtarë, ju sigurojmë se Policia e Shtetit, ashtu si gjatë këtij viti, edhe për vitin 2024, do të jetë po aq e vendosur dhe e angazhuar në përmbushjen e përgjegjësive institucionale, krijimin e një ambienti sa më të sigurtë për qytetarët, vizitorët dhe turistët, në zona turistike bregdetare e malore.

Ne do jemi aktivë në luftën e përbashkët për të sunduar krimin, dhe për ta goditur atë si në operacione kombëtare, ashtu edhe në operacionet e përbashkëta ndërkombëtare.

At the end of my speech, I want to express my gratitude to the journalists and media staff who have reflected in real time, truthfully and responsibly, the work of the State Police during the 2023 tourist season.

The State Police remains engaged with each of its units to prevent criminal events, to guarantee order and public safety, to bring before criminal responsibility citizens who harm the safety and well-being of the community, as well as to extend a helping hand to to anyone who presents a need related to the functional duties of the State Police.

We will continue to be close to every citizen and foreign visitor, with all our human and logistical capacities, so that with our work we convey an image, as safe and friendly as possible, of our country, which welcomes and conveys friends. from all over the world, in every season of the year.
