The concession for the Lekaj-Fier road, which foresees in the initial phase an investment value of 320 million euros, is a clientelistic concession.

First , this road is being given to the union of 8 companies that in the fiscal year 2020 together turned over the level of 8.7 billion lek together, or 70 million euros, while the road needs a financing of 38 billion lek or 320 million euros.

Second, this project is very important because it is related to European roads, but it was given to companies that have no experience in highway construction. If we look at the first open tender for the entire Milot - Fier highway and not in pieces, then we can clearly see the technical and financial criteria that must be met by companies that include similar works and at least the construction of 50 km of highway in another project.

 However, the Ministry of Infrastructure decided to divide the project into three road segments and its simplest segment is the Lekaj - Fier road, where the companies practically have to add emergency lanes to 46 km, they will build a "trumpet" type intersection ” to replace the roundabout in Rrogozhinë, and five new intersections with separate levels will be built to replace some of the existing ones, writes tch.

The government set a value of 320 million euros for this, not based on any feasibility study, since even the one financed by the EU in 2019 separates the Lekaj - Lushnjë section and the Lushnjë - Fier section separately.

In this way, the government is only trying its hand at the winning companies, giving them an opportunity to build a highway and present themselves to the banks with a contract guaranteed by the state in order to receive loans, the interest of which will be paid by Albanian citizens.

Because the companies do not have enough assets, they will place as collateral in the banks the public property, the road which is already built and functional
