Fund for reimbursable drugs increases by 28%, list expands with 20 drugs in 2027

The drug reimbursement fund is expected to increase next year.

According to the Medium-Term Budget Program 2027–2029 of the Ministry of Health and Social Welfare, 17.28 billion lek are foreseen for patients treated with reimbursed prescriptions for 2027, out of 13.5 billion lek that are available this year.

In absolute terms, the fund is expected to increase by about 3.78 billion lek, or 28% compared to 2026.

The projected increase for next year is significantly higher than this year's. For 2026, the fund for the List of Reimbursable Medicines increased by 900 million lek, from 12.6 billion lek in 2025 to 13.5 billion lek, or about 7%.

The increase in funding for reimbursed drugs is expected to continue in the next two years, but at a slower pace. In 2028, the fund is expected to reach 18.23 billion lek, about 942 million lek more than in 2027, or an increase of 5.5%.

For 2029, funding is projected at 18.81 billion lek, with another addition of about 585 million lek, or 3.2%.

In addition to increasing funding, the medium-term document provides for a gradual expansion of the List of Reimbursable Drugs.

The number of drugs on the list, from 1,356 in 2026, is projected to increase to 1,376 in 2027, to 1,396 in 2028 and to 1,406 in 2029.

This means that over the next three years, around 50 drugs are expected to be added to the reimbursement list.

The number of patients financed through the scheme is expected to remain around 400 thousand per year during the period 2027–2029.

The average budget financing per patient increases from around 33,750 lek in 2026, to approximately 43,200 lek in 2027 and around 47 thousand lek in 2029.

These figures represent the ratio between the total fund and the number of patients and not the individual amount of reimbursement each patient receives, which varies according to diagnosis and drugs used.

The increase projected for 2027 thus brings the drug reimbursement fund to a level about 49% higher than in 2025, when 12.6 billion lek were projected for this purpose.

But even this amount will not be able to meet the medication needs of an aging population and an increasing burden of disease.
