KLSH report: "Rajli Construction" and "GPG" received corrupt tenders in the Municipality of Durrës

A day ago, the Durrës Prosecutor's Office arrested 5 employees of the Rrogozhin Municipality for abusing the reconstruction money. According to the prosecution, the employees had stolen the money by registering pig stalls and cow sheds as dwellings to be compensated.

But the prosecution's investigations about the reconstruction funds in Rrogozhinë seem like a big joke, since their real pit is in Durrës.

The data consulted by the High State Control, the treasury payments and the procurement system show that the Municipality of Durres procured tens of millions of euros in violation of the law to a handful of semi-fictitious companies based in Durres, setting up a giant business of abuses on the disaster of the earthquake.

A double tango
On February 3, 2022, the Municipality of Durrës held a closed tender worth 2.1 million euros for the reconstruction and repair of common areas in several buildings in the Rashbulli area. The winner of the tender was the merger of Rajli Construction and GPG Company. But KLSH inspectors say that awarding the contract to these two companies was in violation of the law because Rajli Construction did not meet the criteria and the companies had not determined the percentages in the cooperation agreement.

"KVO should have made the proposal to the head of the CA to cancel the procedure and start a new procedure. This inaction has led to the conclusion of a contract worth 206,840,255.6 ALL without VAT with an Economic Operator, who has been declared the winner in accordance with the PP legislation and charges the members of the KVO with responsibility," says KLSH in the audit report.

But the findings of KLSH are more serious than that. According to the auditors, the work sharing agreement between the two companies in the joint venture was fictitious and this was not accidental.

According to the agreement, Rajli Construction claimed to have 17.28 percent of the works, while GPG Company 82.72 percent. But KLSH says that this allocation was made without a price estimate in order to cover up the inability of Riley to meet the special criteria.

Similarly, according to KLSH, this company did not even meet the required number of employees to win the tender, and in this indicator, it is suspected that it has falsified the papers in cooperation with the municipality of Durrës.

The economic operator "Rajli Ndreim" ShPK has submitted the payroll for the month of December 2021 for 13 employees. The claim of the Tenders Committee of the Durrës Municipality that the company has submitted the payroll for 13+15=28 employees is meaningless," says KLSH.

But the biggest doubt that the entire tender was fictitious is the fact that the money paid by the Durrës Municipality was not allocated 17.28 percent to Rajli and 82.72 percent to GPG. The money of this tender has all gone to the account of Rajli Construction, full 2 million euros, which raises doubts that GPG was just a fictitious cover to get the money to Rajli Construction. And in return GPG received a 4 million euro contract from Emirjana Sako just a few months later.

Business only with the Municipality of Durres
Rajli Construction is a company owned by two shareholders based in Durres. In the period from January 1, 2019 to December 31, 2023, this company has realized a total turnover of 8.5 million euros. All the money came from only one source. He is the Municipality of Durrës.

The vast majority of this money came from tenders with a closed procedure with the justification of the extraordinary state of the earthquake. With the same justification, two months ago, these two companies embezzled another 4.5 million euros. In total, GPG and Rajli received 20 million euros from Emirjana Sako. All with closed tenders.

Rajli Construction is a company under the umbrella of the local leaders of the Socialist Party and the Municipality of Durrës. The facts about this are public.
