SPAK accuses the former deputy director of Tirana police, Erzen Breçani, of 2 charges of 'money laundering' and of supporting the perpetrators of the crime.

The accusation of money laundering was raised after it is suspected that 350 thousand euros of drug trafficking proceeds were invested in Drita HPP.

The 35-year concession for the construction of HEC Drita was granted on July 12, 2019 by decision of the National Council of the Territory. 

Breçani communicates with his son, who is accused of drug trafficking, with the SkyECC application.

In a conversation dated August 18, 2020, Erzeni tells him that he had a conversation with Ervin Mata and the latter offered him a loan of 500 thousand euros to help him build a HPP, but Erzeni refused.

Almost a month later, in the conversation on September 20, 2020 at 20:05, Breçani communicates with Eralbi (on sky Identified with the code S7DEGI), it is understood that Eralbi has promised an amount of money which Breçani has not yet received and as a solution he asks Eralbi if he has to tell Fatbardhi to get a loan, where the money is allegedly needed for the construction of the hydropower plant.

He also expresses concern that the Sky ECC platform can be intercepted and shows that there was someone who informed him that he did not come to the meeting and even at one point asked him to be careful as he was being intercepted.

Three days later in the conversation of September 23, 2020 at 19:57:28, Erzen Breçani (on sky identified with the code K9B9EP) communicates with Eralb and asks him if he has done the calculations, where he hints that Eralbi would close the account with someone else that Erzeni knows about.

Erzeni tells him that 300,000 Euros are needed for the installment of the turbines, which are suspected to be needed for the hydropower plant, and Eralbi is hoping to find this money, as at one point he sends the text:

"Ishalla, I'm making 300... Oh, Ishalla, come out successfully and finish this job, oh God, I'm staying here for more than boll... I'm not that interested, son, tell him to just make us 300 for two or three days. ..it's good that I left them without Leo and Ervin... ".
Erzen himself asks his son to find the money himself without asking his brother-in-law, Ervin Mata, or Ervin's father, Luan, who is also Eralb's father-in-law. Eralbi is married to Ervin Mata's sister.

The citizen Erzen Breçani sends the messages: ".... Why didn't you reply... Did you calculate... How did it turn out... Did you have a kg without taking it... But when did you do what did you say? ...I know that I'm still in debt...I've paid the installment of the turbines and the pipes, both of which cost around 300,000 euros...I wish I'm making 300...I wish you come out successfully and close this I'm not interested, son, tell him to pay us 300 kto two or three days... Do what you want, as you think better... It's fine I saw the lion and the ervin... What is this business... Do you ask when they give it to you or has it been forgotten... For this trouble we had to give it to you... Yes, they are all pyramids.. Kurzr with friends, don't work, don't do business, because I don't walk... How did you know the name, why did you give this loot to... That you didn't leave me... Do you know who is the wife or your wife? what are you up to with that friend of yours... Who is asking him and it's easy to see that he talks a lot..." the file says. The
35-year concession for the construction of HEC Drita was granted on July 12, 2019 with decision of the National Council of the Territory, while in 2022 the activity of the company with administrator Erzeni Ftabardh Breçani's brother was suspended.

"It is suspected that he took money from Eralbi Breçani in the amount of 350,000 euros, knowingly and with full knowledge that it originates from the illegal activity of drug trafficking and injected it into the business by avoiding reporting to the relevant institutions, an element of important part of the criminal offense "... gaining ownership, possession or use of property, knowing at the time of taking it over, that this property is the product of a criminal offense or criminal activity..." is written on the page 89 of the decision of GJKKO dated November 17, 2023.
Similarly, Breçani is accused of 'supporting the perpetrators of the crime' after giving information to Bujar Ajeti and Nuredin Dumani to avoid arrest. With Bujar Ajeti Known as the strongman of Kukës, Erzen Breçani was once with him in the RENEA forces, while Nuredin Dumani seems to have known him through Bujar.

On November 23, GJKKO issued the security measure of 'prison arrest' for Erzen Breçan, Dedan Gjon and Bujar Gërmizi, as well as Besmir Murati, closely connected with Gërmizi.
