The Mountains Package includes several areas in Belsh, Elbasan, Përmet and
Gender, Elbasan

Several mountainous territories of Belsh, Elbasan, Përmet and Skraprar have been included in what the government has called the "Mountain Package", an initiative to develop these areas.

By decision of the Council of Ministers, economic development, industrial development and tourism development will now be allowed in these areas, which means the construction of resorts, businesses such as "agrotourism" and others.

Entities that invest there will purchase the land for 1 euro and will be exempt from taxation for four years.

DECISIONS:

DECISION ON THE DECLARATION OF SOME AREAS WITH PRIORITY FOR THE DEVELOPMENT OF THE MOUNTAIN ECONOMY IN THE MUNICIPALITY OF BELSH

In support of Article 100 of the Constitution and point 1, Article 4, of Law No. 20/2025, “On the Mountains Package”, upon the proposal of the Minister of State for Local Government, the Council of Ministers

DECIDED:

1. The declaration of "Zone with priority for the development of the mountain economy" in the territory of the Municipality of Belsh in several areas, as follows:

a) Zone no. 1, Belsh administrative unit, Qafshkallë village, with an area of ​​126.4 (one hundred twenty-six point four) ha, according to the map in the KRRGJSH system, presented on orthophotos;
b) Zone no. 2, Belsh administrative unit, Gradishtë village, with an area of ​​1.49 (one point forty-nine) ha, according to the map in the KRRGJSH system, presented on orthophotos;
c) Zone no. 3, Belsh administrative unit, Seferan-Hysë village, with an area of ​​68 (sixty-eight) ha, according to the map in the KRRGJSH system, presented on orthophotos;
 ç) Zone no. 4, Rrasë administrative unit, Shegas village, with an area of ​​69.8 (sixty-nine point eight) ha, according to the map in the KRRGJSH system, presented on orthophotos;
d) Zone no. 5, Fierzë administrative unit, Fierzë village, with an area of ​​143.9 (one hundred and forty-three point nine) ha, according to the map in the KRRGJSH system, presented on the orthophoto.

2. The extent, boundaries and entry and exit points of these areas are determined on the indicative map according to the KRRGJSH system, which is attached to this decision.

3. The types of activities that will be developed in these areas are:

a) economic development;
b) industrial development;
c) tourist development.

4. The Ministry of Economy and Innovation, the National Council of Territory and Water, the Territorial Development Agency, the State Cadastre Agency and the Municipality of Belsh are charged with the implementation of this decision.

This decision enters into force upon publication in the "Official Gazette".

In support of Article 100 of the Constitution and point 1, Article 4, of Law No. 20/2025, “On the Mountains Package”, upon the proposal of the Minister of State for Local Government, the Council of Ministers:

DECIDED:

1. The declaration of "Zone with priority for the development of the mountain economy" in the territory of the Municipality of Elbasan in several areas, as follows:

a) Zone no. 1, Funar administrative unit, with an area of ​​1,439.89 (one thousand four hundred thirty-nine point eighty-nine) ha, according to the map in the KRRGJSH system, presented on orthophotos;
b) Zone no. 2, Gjinar administrative unit, with an area of ​​1,047.74 (one thousand forty-seven point seventy-four) ha, according to the map in the KRRGJSH system, presented on orthophotos;
c) Zone no. 3, Tregan administrative unit, with an area of ​​398.1 (three hundred ninety-eight point one) ha, according to the map in the KRRGJSH system, presented on orthophotos;
d) Zone no. 4, Shushicë administrative unit, with an area of ​​705.96 (seven hundred five point ninety-six) ha, according to the map in the KRRGJSH system, presented on orthophotos.

2. The extent, boundaries, entry and exit points of these areas are determined on the indicative map according to the KRRGJSH system, which is attached to this decision.

3. The types of activities that will be developed in these areas are:

a) economic development;
b) industrial development;
c) tourist development.

4. The Ministry of Economy and Innovation, the National Council of Territory and Water, the Territorial Development Agency, the State Cadastre Agency and the Municipality of Elbasan are responsible for the implementation of this decision.

DECIDED:

1. The declaration of "Zone with priority for the development of the mountain economy" in the territory of the Municipality of Përmet, zone no. 1, administrative unit Çarçovë, villages Kanikol and Draçovë, with an area of ​​2.04 (two point zero four) km², according to the map in the KRRGJSH system, presented on the orthophoto.

2. The extent, boundaries and entry and exit points of this zone are determined on the indicative map according to the KRRGJSH system, which is attached to this decision.

3. The types of activities that will take place in this area are:

– tourist development.

DECIDED:

1. The declaration of "Zone with priority for the development of the mountain economy" in the territory of the Municipality of Skrapar, development zone no. 1, Helmës-Staraveckë, administrative unit Potom, with an area of ​​258 (two hundred and fifty-eight) ha, according to the map in the KRRGJSH system, presented on orthophotos.

2. The extent, boundaries and entry and exit points of this zone are determined on the indicative map according to the KRRGJSH system, which is attached to this decision.

3. The types of activities that will take place in this area are:

a) economic development;
b) industrial development;
c) tourist development.
