While reporting to the parliamentary committee, Cela declared that most prosecutors are hiding, not investigating the main problem, which is money laundering. According to the chief prosecutor, the laws are very good, but the implementation leaves much to be desired. Çela further added that the weakest competition in this section is the largest in the country, Tirana.

"We have very good laws. Our problem is implementation. Judicial police. OPGJ had no data. The control group stayed from 6 months to a year to find the file. We did our best.
