"I did not say that the algorithm was the reason for the protest", Rama: I need to understand the protest messages as well as possible

Prime Minister Edi Rama, also chairman of the Socialist Party, held a conversation with young people as part of the "RinCamp 2026" activity, which is being held in Jalë, where he focused on the impact of social media algorithms, disinformation, the recent protests in the country, and the debate over the project in Zvërnec.

Rama stated that algorithms are not the cause of the protests, but according to him, they play an important role in the spread and amplification of negatively charged content.

He emphasized that various studies show that lies, accusations, and scandalous content spread faster on social networks than verified information.

According to the head of government, algorithms act as an "amplifier" of anger, dissatisfaction, and content that incites scandal, but they are not what determine the reasons why citizens protest.

Referring to the recent protests, Rama said that they have real causes related to the daily problems of citizens and that these reasons must be understood and addressed.

However, he added that disinformation, manipulated videos, and fake news contribute to increasing public tension, "adding fuel" to a situation that, according to him, is not created by algorithms, but by people.

The Prime Minister underlined that every protest carries messages that need to be analyzed, while emphasizing the importance of distinguishing between the sincere motives of citizens and attempts at manipulation by other actors.

Speaking about the project in Zvërnec and the investment in Sazan, Rama stated that the public debate has been influenced by disinformation.

He denied claims that the government is selling public land, emphasizing that the Albanian state has not only not sold the property, but is negotiating to participate as an owner in the planned investment on the island of Sazan.

"I did not say that the algorithm was the reason for the protest. It is indisputable that the protest has reasons, which are related to the daily life. Of course, those reasons are important to understand. The algorithm has an extraordinary impact in amplifying noise, negativity and all those incentives that come in the form of manipulated videos, which fuel or pour gasoline on a fire that was not lit by the algorithm, but by people.

It is undeniable that every protest carries a message, whatever the reason or those who come out to protest. Protests carry messages and of course my job is to understand them as best as possible. Also, my job is to understand even more than that, to understand the organizers, what is more than what meets the eye and to have a clearer picture of the full spectrum of issues or forces engaged in the protest.

Just as the algorithm is not the organizer of a protest, so is something else I have pointed out: the forces involved that are hostile or malicious towards Albania and that are heavily involved, are neither the organizers nor the fundamental reason why people have come out to protest.

But all together they need to be understood and everyone needs to understand where the sincere motive of the protest ends, how that sincere motive is addressed, what the solutions to the concerns are, and where the manipulation begins, the part when you, as a sincere person in protest, become a tool, without your knowledge, of other forces.

The division is made at the points where a path is opened for you to address the goal or not. It is important to separate the part of the causes and problems that require addressing from the part that requires information.

As you may have noticed, the protest started with Zvërnec and today Zvërnec has been forgotten. Because, I believe, it was quickly realized that the reality of the facts was different from what people had perceived through disinformation channels.

"The reality of the facts is not that the government sold the homeland, sold Sazan or sold Zvërnec. The reality is quite the opposite. Where the government has a responsibility as a representative of the public interest and administrator of public property, not only has it not made a sale, but even now that we are talking, because the government has had a clear position in negotiations with the other party, that Albania should be part as an owner in this venture, we do not yet have an agreement ," said Rama.
