Fiks Fare continued its observation of environmental disasters in coastal areas, where this time after the Ishmi and Cape Rodoni areas, the investigative show's camera stopped at the mouth of the Shkumbin River.
This river is one of the most polluted in Albania.
It is 181 kilometers long and starts in Përrenjas, Mokër, Librazhd, Elbasan, Peqin, Rrogozhinë and flows into the Adriatic Sea. However, the Shkumbini estuary is full of garbage, plastic and hospital waste, which is dumped into the river or the streams that feed the river. Heavy rains then carry it to the Adriatic Sea.
Fiksi filmed the waste, where the most alarming situation was in the part of the Municipality of Divjaka, where it had not been cleaned up for a long time. There was a lot of plastic, but also hospital waste thrown into the riverbed or streams, which then ends up in the sea.
Meanwhile, the government attempted to build a plant about 9 years ago, but failed again, just like in the Ishëm River. According to documents researched by Fiks Fare, in 2016, the Ministry of Environment spent a full 1.1 million euros on that plant.
The journalists went to the place where the plant was supposed to be, but apart from a concrete-paved square and a small container, nothing else was left. The equipment had been taken away and all that was left were the destroyed river dams in the brambles and on the riverbank. Everything was ruined!
It is learned that several projects have been made and attempts have been made to put it into operation, but it has not worked for a single day. As a result, all the garbage that "travels" in the waters of the Shkumbin River, whether plastic or hospital waste, ends up in the Adriatic Sea.
Fiksi is requesting information from the Municipality of Rrogozhina about the plant, the cleanup, and the measures it will take. It is learned that the Municipality has sent several letters to the government to receive additional funds for the reconstruction or a new plant, but so far has not received a response.
Meanwhile, Fiksi has researched tender documents from 2025, where the Centralized Purchasing Operator has carried out several procedures for "cleaning coastal areas for the municipalities of Shkodër, Durrës, Kavajë, Rrogozhinë, Divjakë, Fier, Vlorë, Himarë and Saranda".
The documents clarify that the coast of the Rrogozhina Municipality must also be cleaned. In fact, a cleanup is being carried out, but only for the Spille area, leaving out the Vilë Bashtovë area and the mouth of the Shkumbin River.
A table in the documents also defines the beach area under the jurisdiction of the Municipality of Rrogozhina, where the collection and transportation of urban waste, cleaning of waste on public beaches, and washing of containers will take place.
Meanwhile, in the Divjaka area, the same services will be provided; collection and transportation of urban waste, cleaning of waste on public beaches, and washing containers.
Not a single line in the documents of this 1 million euro tender foresees the cleaning of the Shkumbin River estuary, which touches the beaches of two municipalities; Rrogozhina and Divjaka!
Fiks Fare has learned that lot 1 of this tender was for the purpose of "coastal area cleaning services for the municipality of Shkodra" with a fund of 21 million lek. And, the third lot is for the purpose of "coastal area cleaning services for the municipalities of Vlora, Himara and Saranda" with a fund of 83 million lek.
In total, the state paid about 2 million euros to clean up coastal areas, but has surprisingly "forgotten" the river mouths, which have been transformed into veritable landfills.
