Mark Molla, the former administrator of the Shkodra Waterworks, testified this Thursday at the Criminal Court of Kosovo, in the trial against the former mayor of Shkodra, Bardh Spahia.

Molla stated that in 2022 he was notified of his dismissal from the position of Waterworks Administrator by mail. He appealed to the court, which did not recognize the decision to dismiss him from office.

However, according to the complainant, the former mayor issued a second order removing him from office.

The third time, Molla testified, he received the notification from an employee of the Shkodra Municipality.

"In 2022, I was the administrator of the Shkodër Waterworks. In May of that year, I was notified of a removal order, which came by mail. I went to court. The court did not recognize it as a decision. Spahia issued another removal order. I also appealed that one to the court, which also did not recognize the mayor's decision. Meanwhile, after the third removal decision, a person from the Municipality came and asked me to vacate the office. I told him that I would only vacate if the court told me to. That day I went to Postribë for work. Meanwhile, the Waterworks building was surrounded by the police and municipal police ," Molla testified in court.

"I had my concerns when Bardhi became mayor and started the war not with men, but continued with his similar communist methods. I wanted to see him face to face. I think the assembly was aware of my departure. During 2022, there were no complaints from citizens. Even regarding chlorine, there were no problems. Regarding the legal processes, only the economic damage continues and I do not give up. Even today, I am slandering in the media. I have not opened other processes related to work yet ," said Molla.

Spahia was denounced to SPAK by the former director of Shkodra Water Supply and Sewerage, Marko Molla, whom the former mayor dismissed in 2022.

In April of this year (2025), the former mayor of Shkodra, Bardh Spahia, was indicted by the Special Court of Justice on suspicion of obstructing the implementation of a court decision while he was in office. The Special Court accepted SPAK's request and indicted him, while Spahia denied the charges. He told the media that the indictment against him was a political message and was being used during the campaign.

According to SPAK, the former mayor, at that time in his capacity as the chairman of the General Assembly of the Water Supply and Sewerage Authority in Shkodra, dismissed the Water Supply Authority administrator. The latter won the right to reinstate him by court decision, but Spahia dismissed him again 7 days later.
