Astmer Bilali, being a close relation of Behar Brajovic (Bajri), had the role of organizing the conditions for the murder of Ibrahim Lici, whom he sees as a priority, and then providing assistance for the murder of Dorian Duli, whom Behar is most interested in. Brajovic. Denis Brajovic had the role of providing information regarding the location of Dorian Duli and Ibrahim Lici.

According to SPAK, Prekë Kodra was contracted by Behar Brajović in order to secure the persons who will commit the murder of Dorian Duli and Ibrahim Lici.
