The Central Election Commission has spent almost 60 million euros in the last two elections, the parliamentary elections of 2021 and the local elections of last year. The main cost burden is borne by the use of technology in the process.

Electronic identification was introduced throughout the country in 2021, while electronic voting was first piloted in unit number 10 in Tirana for the parliamentary elections and then in the municipalities of Elbasan, Kamëz and Vorë for the 2023 local elections.

The high cost of CEC tenders for the application of technology in these processes has activated the Special Prosecutor's Office, which is verifying the procedures followed by the Central Election Commission in the tenders held in 2020 and 2021.

SPAK has not yet come out with an official announcement, as it is still in the verification phase. Top News sources claim that the two procedures developed at that time for electronic voting and identification in the parliamentary elections of 2021 are under the special prosecutors' magnifying glass.

The cost of that year's elections exceeded 35 million euros, with 20 million euros going to electronic identification devices and another 10 million euros to the electronic voting pilot project. For the electronic identification, the Central Election Commission initially predicted a cost of 17 million euros.

In the open tender, several offers were submitted, but they were disqualified, or withdrew from the competition to leave only one company at the end with the offer of 20 million euros.

Under these conditions, the CEC started direct negotiations with this company for the realization of electronic identification, in fulfillment of the obligations arising from this institution from the provisions of the Electoral Code.
