The Shkodër Municipality, directed by Bardh Spahia, has awarded a tender without competition to Kastrati for 'purchase (bludieseel) for the needs of the Municipality and the Shkodër Dependency Institutions'.
This procurement takes place with a single competitor, Albanian law does not allow these types of procedures. Often these procedures with more than a lack of competition in the market present options for formulating criteria and deadlines for document submission in favor of a preconceived clientelistic company.

These tenders are considered exposed and risky, the way of selecting the winner in public tenders avoiding competition, have become a disturbing phenomenon for the management of funds from the state budget.
In the procedure with a limited fund of 20,821 million lek, only one company, "Kastrati" sh.pk, participated and was declared the winner.
Even this procurement has been accompanied by Open Data with the red flag, raising concerns about the disqualification of all companies except the winner.
These procedures have been repeatedly raised as a concern in the media and criticized by monitoring institutions, but there is still no investigation or verification initiated by either the KLSH or the SPAK.
