The news that Brussels suspended funding for agriculture in the summer, due to numerous abuses, was like a bolt from the sky for the Albanian government.

"Some projects financed as part of the IPARD II program were found with irregularities, such as the artificial creation of conditions to obtain higher grants, illegal connections between bidders, inflated prices, failure to maintain original documentation, investments built in a place other than the grant contract, false offer, etc."

But before these surfaced in January 2023, it was rumored that IPARD III would be opened. This is where the denunciation of Fiks Fare originates.

Malvina Kuqi, the owner of the "Extra Farm Albania" factory, with a duration of 7 years in the market in production for livestock, turned to Fiksi exactly for a fraud that was done to her.

"We wanted to receive a fund from AZHBR, because we had heard that it was for agriculture and livestock. We wanted to make our caper so that we could introduce other machines. Let's expand the activity. We became interested in making the application. They told us that we could have benefited", says Mrs. Kuqi.

In order to be a beneficiary, they were recommended to contact a consulting office, to complete the file. The office then made the application.

"The consultant's name is Irena Shabanllari, we went with the work extract. He told us that we benefit from it. We had to make the application. He told us that he wanted the whole amount at first. Ok, we said, because we wanted to take advantage of it. I made the payment to the bank. It was rumored that IPARD 3 would be opened in January, in 2023. The amount we paid the consultant was 6 million old lek. We did not make a contract. We agreed that she would do her part", continues the whistleblower.

Consultant Shabanllari had told them that she was dealing with this work and had also done many other projects that had turned out to be winners. This according to the whistleblower, as the consultant had acquaintances in state offices.

They continued with the project and everything was ready, but the application was not made because IPARD 3 was not opened. Meanwhile, the money was given.

Then Mrs. Kuqi has started to be interested, and from the information she gathered, she found out that her business was not profitable. Under these conditions, he called the consultant Irena Shabanllari and affirmed that he was withdrawing from the AZHBR and requested the payment of 6 million alleks to be returned to him with his nephew's number, by bank.

This is where the whole ordeal begins. Ms. Shabanllari told him that he would return it, but that it would take some time. Meanwhile, since March, when this payment was made in favor of the consultant, to this day, these money has not been returned.

"He notified me himself in August. In August he told me I took out a big loan. August passed, in September it says I have approved the loan, but it has not been signed yet. Now turn off my phone and it's blocked. I don't know if he changed his number. In the writings I make, the messages do not fit", denounces Mrs. Red.

Fiks Fare's verification shows that the expert Irena Shabanllari had opened 3 firms with consulting services in the field of agriculture at the National Business Center. Two of these NIPTs were closed and one was active. The address of the active business was in Shkoza, where both the informant and Fiksi met her.

In the conversation with the complainant, the consultant wrote to her that we will solve it as a problem and that she will return the entire amount she received. He even says that he guided them to change the facility at KKB so that they would benefit. He wrote to him several times on the phone that I will return the money, but he repeatedly refused on the grounds that he is trying to get a loan from the bank.

After the first meeting, the expert sent him a bunch of justifying messages: "I will get a big loan, wait for me. I have the money ready". But it never works.

The informant together with a journalist from Fiks Fare meet again. In this second conversation, the expert also shows the scheme how certain individuals and companies benefit from funds.

She had suggested the complainant to keep some crates of tomatoes and peppers to benefit (despite the fact that the complainant deals in livestock products). Even her connections in the Ministry of Agriculture.

"I have a relationship with a director in the Ministry of Agriculture", the expert tells him.

Fiksi contacted this expert, but so far she has not agreed to give an interview.
