For five days now, a group of citizens from Dukati, Borshi and Kanina have been protesting in front of the Ministry of Justice for the properties they have not enjoyed for decades.
"My grandfather was the owner in 1930, my father was the owner, we had no property," said Eduart Velaj, who is waiting for the return of 13.7 hectares in Kanina, between the "bypass" and the Vlora River.
He explains that the procrastination for years in court proceedings is due to the tendency of the former owners not to take the cases to the Strasbourg Court.
"My age is 75 years old, when I turn 85, I get the right of recourse. I will not be alive is not discussed, as my ancestors, father, mother, sisters, left and did not find out anything about the properties. They want me to leave as I am following this case and then my property becomes a gift, they say give it to me, but I tell them it is given as an honor, they honor those who know them", analyzes Velaj .
Velaj adds that he has received proposals from the Property Agency to compensate his property in the south with land in Berat or Gjirokastër, but he has not accepted them.
"That property is used by the village, the head of the village uses it, and I don't dare to take my niece for a summer day, there, in that beautiful pasture", adds Velaj.
Another former owner who does not enjoy an inch of the property is Nuro Kulluri from Dukati.
"How can these owners become owners in the strategic area of the coast where we have them, not only there, but from Velipoja to Saranda, in Ksamil, it's the same," he says.
Kulluri says that his documentation, brought from Vlora to Tirana, "did not see the light of day" neither during the time of Berisha, nor during the time of Rama, as they were never examined as an issue and were locked up over the years.
"If the state's need for public interests would arise, they would compensate us with the market value or how it would be created, but not with the appetites of these", concludes Kulluri .
Kastriot Hajdini with property in Borsh of Saranda confirms that after 32 years in court proceedings, First Instance, Appeal, Supreme Court, his case was returned to the First Instance.
“Pronarët do sorollaten vetëm në gjykata dhe pronat s’do i japin”, thekson Hajdini.
"A delayed justice is a denied justice, the reorganization of the courts has increased service costs and the lack of a large number of judges has caused the cases to drag on and create growing concern regarding land ownership," Preçi analysed .
In conclusion, he considers as the third problematic the amount of assessment for the expropriated lands. Preçi emphasizes that the assessment is done with the price of a map that the government has made so that they do not spend too much money from the budget, ignoring the constitutional principle of fair, honest compensation based on market prices./Citizens Channel
