Former chief prosecutor Shkëlqim Hajdari, invited to "Breaking" with Dafina Hysa, spoke about the electoral reform, SPAK and the reform in the inspectorates.
He said that criminals cooperate with weak people of the justice system. Hajdari added that SPAK prosecutors will soon investigate their colleagues.
"Within SPAK, the possibility of having saboteurs, in the sense of people who do not understand and send and receive news of organized crime or high politicians, is not excluded. "Today, with the conditions of SPAK, even if there is someone who makes a mess, they too will come one day when they will appear before justice", emphasized Hajdari.
Dafina Hysa: The problem of the legal basis, the system as a whole, the mentality of Albanians...
Shkëlqim Hajdari: The mentality of the Albanians has been worse, I have the impression that they are waking up, especially the Albanian youth. I am convinced, I look at this, that for several years I am convinced that Albania will also make those reforms, not to be inside, but those that everyone understands today, that must be done to have a normal country.
To have normal representatives of the people, which bring a lack of transparency, increase the level of illegality in the administration. After these elections, I have the impression that these elections will make it necessary, that Albania will make a deep, peaceful reform, open lists for councilors, a motion of confidence and no confidence...
Dafina Hysa: What makes you believe that we will have these radical changes?
Shkelqim Hajdari : It is a necessity of the time, we are in the process of integration into the EU. Some parameters of democracy, which is separation, balance of powers, transparency and accountability. There are parameters and standards that will produce the bread, which are the chapters that you must complete to become part of the EU.
Dafina Hysa: In your estimation, how will the whitewashing of SKY and Encrochat go?
Shkelqim Hajdari: These will be normal things that will rapidly develop in us, in Italy these were everyday. You will see that SPAK prosecutors will investigate their colleagues. Chances are, organized crime cooperates with weak people in the justice system.
Within SPAK, the possibility of having saboteurs, in the sense of people who do not understand and send and receive news of organized crime or high politicians, is not excluded. Today, with the conditions of SPAK, even if there is someone who makes a mess, they too will come to justice one day.
Dafina Hysa: The vetting process, the last case Zarka, who passed the vetting a month ago. Is it properly rated?
Shkëlqim Hajdari: They did not have the opportunity to discover the sophisticated activities of the prosecutors. It was an activity that fell into the hands of their chats. Veting, in my opinion, is not at fault here. The resources that go to SPAK are numerous. They have faith in SPAK and they go and make complaints, they cooperate. SPAK is working under difficult conditions.
Dafina Hysa: Reform in inspections, do they enter into anti-corruption issues, where have you focused your work?
Shkëlqim Hajdari: There are people in Albania who know that reform in inspections is more important than reform in justice. Because the Albanian economy, entrepreneurship, has only one method to normalize to adapt to international standards, to withstand competition. This is done only through inspections.
Dafina Hysa : What are the challenges you face?
Shkëlqim Hajdari: The draft law of profound changes to the law on the organization and operation of the inspection has received the approval of the government. In September, I believe it goes through the parliamentary committees to be voted on. For the first time in Albania, we do the inspection not to be a burden for the business, but a regulator. We have received a major reform that for the first time when going for an inspection there is no fine, but advice...
The inspectors will go through a competition, then over time the tasks will be divided. The credit for advancing this reform belongs to the Prime Minister, Edi Rama, who has oriented and insisted that we will make the inspection autonomous, a professional process that does not influence appointments by ministers. It was not easy to get here, but it was to Rama's credit. There will be 12-13 VKM. This reform will take 2 and a half years.
After finishing this reform, which is well underway, Albania makes a reform in the field of the entity-regulatory in the Albanian economy of the standard of the best parts of the products that it receives in the reform in justice. After this great reform, I can see another job, I am no longer a general inspector.
Dafina Hysa: Prosecutor again?
Shkëlqim Hajdar i: No, I don't know, I have never returned to a place of work that I did in these 35 years of working in the state. But with the end of this reform, even any political leader or minister, who said that this reform was done to empower Mr. Hajdari, will be convinced that it was done for Albania, for business.
