In quite a few cases, maniacs have been denounced, not only in Tirana, but everywhere in Albania, who are seen harassing girls and women or masturbating in public or doing indecent actions.

Such a case has been reported by citizens in the area known as Fresku in Tirana, who filmed the maniac.

As can be seen in the video published by JOQ, a person touches his genitals in public in the middle of the street without losing his mind at all.

According to citizens, this person had been performing such actions for at least 30 minutes. "I luka to two duri" the citizen is heard to say as he films Fresco's manikin.

"Beware of Fresk's maniacs. Look at the pervert on the main street by the wall near a restaurant. The video was taken around 3 in the afternoon. It was there for 30 minutes. I couldn't catch the part when the police car passed, then it stopped. As soon as the police left, it started bigger. Flm." it says in their message.
