"The Special Prosecutor's Office found itself in difficulties, as it was looking for and locating leaders of criminal groups, or those who ordered various crimes in the country, and could not extradite them from Dubai. Due to the lack of agreements and not being part of the international conventions on extraditions, the United Arab Emirates is a problem faced by the authorities all over the world and which for Albania became the most vulnerable in the last 3 years" , journalist Bleona Metushi reported.
SPAK received the first refusal for the extradition of Plaurent Dervishaj in 2020, who has two processes opened in the Special Court as a participant and organizer in various assassinations.
A year later, the request for Florenc Çapjen, already sentenced to life imprisonment, had the same fate. But what can Albania do about this, as the above two cases are not the only ones?
Asked by Klan Television, the head of the Special Structure against Corruption and Organized Crime, Altin Dumani, passed the "ball" of responsibility to the government.
Altin Dumani, head of SPAK: The Special Prosecutor's Office has transmitted to the Ministry of Justice four requests for the extradition of Albanian citizens from the United Arab Emirates, which are still in the process of consideration by the Arab authorities . Extradition from the United Arab Emirates is not only a problem for Albania, but also for all other countries of the European Union and beyond. I have addressed this problem in the report, it is up to other authorities to follow up.
Even for the lawyer Eugen Beçi, the issue is in the hands of the government, but the solution is in the hands of the United Arab Emirates.
Eugen Beçi, jurist: As the Albanian government requested in 2022 to conclude an agreement on security against cybercrime and security against terrorist acts, it may request something similar in terms of extradition to resolve this procedural deadlock.
Meanwhile, currently the chances of extraditions from Dubai according to Bechi are zero.
Eugen Beçi, lawyer : The legal mechanisms for their extradition at the moment we speak are zero. There is no convention, there is no agreement and therefore there is no international convention that can resolve this situation.
Klan Television inquired with the Ministry of Justice, if there is any concrete movement from the latter to initiate an agreement with the United Arab Emirates, but did not receive an answer, considering the issue as quite sensitive./ Tv Klan
