"They hit him on the head with a hammer", the young man in Vlora seriously risked his life, investigators tried to close the file

Fiks Fare reported on Monday evening a problem from the city of Vlora, where a young man was violently hit in the head with a hammer, seriously endangering his life.

The incident occurred on August 15, 2025, where the 26-year-old was hit in the head with a heavy object. Initially, the incident was registered with the charge of intentional serious injury, and later, investigators changed the charge to minor injury.

There are suspicions that the registration and sending of the file to the court with this charge was done to close it as a criminal proceeding, given that the government has passed the law on "granting amnesty" and the offense in question, minor injury, is affected. A scheme to stop this event, but which could have further consequences, given that the perpetrator and the victim are neighbors of each other.

The injured man's sister complained to the editorial office of the investigative show Fiks Fare, saying that the cause of the fight was the parking of the vehicle on the road, which is state property and not private. "The road is public. It is neither private property nor a private road. He just left it a few minutes before my other sister and I were going to leave and he was going to run away. Lefter and Ferdinand Kureta shot and beat him. Lefter hit him in the back of the head with a hammer. My brother could have been dead. Currently, he has a terrible headache," she says.

She further adds that her family feels unprotected by both the prosecution and the court. "The prosecution has not taken into account our request for additional investigations and many things in the file are not established. We have video footage. I was one of the injured, my father and sister. We are not listed in the file at all. We are not mentioned at all as victims. But the main victim, I emphasize, is the brother who was stabbed in the head," she adds, while claiming that the perpetrator was arrested and immediately released.

"He was prosecuted and within a day he was released, they put him under house arrest. He was going out, shopping and we reported him and the police didn't take him into consideration at all. Now the court has classified the incident as intentional light injury and we don't agree at all. The file went to court and they also made a summary judgment. If the prosecution and the court had seen the footage, the crime would not be classified as intentional light injury but as attempted murder. There is footage, security cameras," she says.

Fiksi has secured footage of the event on August 15, 2025, which shows the entire conflict, with the person holding a shovel in his hand. "If it weren't for my aunt taking the shovel from the gentleman, my brother would have had his head split open. It is clear that my uncle's daughter-in-law took the shovel from the gentleman's hand and would have split his head open. I was also hit, in the eyebrow and all over my body," she adds.

The investigative show has obtained the investigative file, which states that "Algent Haruni was injured by Lefter and Ferdinand Kureta." Father and son were accompanied to the police station, while Algent was accompanied to the Vlora Hospital, because he had been injured by hard objects in the back of his head, specifically behind his head.

The prosecution writes that the patrol has delivered, seized and examined the item "hammer", which has resulted to be with a red and blue tail and is made of rubber, where there are remains of mortar and glue on its tail. It is 36 centimeters long. 26-year-old Algent Haruni was questioned, who stated that they shot him with an axe and father and son followed him. Then they also shot him with a shovel. According to him, they also shot his sister and had a hammer in their hands.

The indictment contains some evidence, as the perpetrator Lefteri stated that he shot Algentin in the neck with a rubber mallet and then entered the apartment. There is only one sentence in the file about the film footage, writing that "the administration of the film footage of the apartment near the scene of the incident was carried out". But, no details about what actions the perpetrator committed, what actions his son committed, or the injuries to the members of the Haruni family.

Since the blow was inflicted with a hard object on the back of the head, causing deep gashes, endangering his life, the incident was initially recorded as "intentional serious injury". Later, the prosecution administered the forensic medical report, which determined injuries over 9 days. Based on the report, the charge was changed to intentional slight injury.

The investigations were carried out quickly, without first reviewing the footage or observing the actions of the perpetrators. The change in the charge, from serious injury to minor injury, clearly favors the perpetrator, given that the law on "granting amnesty" has also been passed. This incident risks ending without anyone being convicted, while the conflict between the two families is still open.

"We are not finding a solution in these institutions here. This is a still open dispute and it is not known how it will end. We are stuck with these people, stuck to the gates, stuck to the wall. We do not feel protected even by the prosecution and the court. If the prosecutor had seen those videos, I do not know how they treat her in this kind of situation. And I do not know how the judge made this decision with a summary trial, when we asked for a normal trial," says the sister of the injured man.

She and her family have requested additional investigations and to view the footage. "They have not analyzed the footage. In that footage, you can see a shovel, an axe, and they have lifted a large stone slab. They hit it with a hammer inside the apartment," she concludes.

Fiksi also spoke to her father, Ali Haruni, who adds that he was also injured. "They hit the boy with a rubber hammer, they say, but it was an iron hammer. A rubber hammer bruises you, but it doesn't cut you. The boy was cut with stitches. They put a rubber hammer in the file. They grabbed him by the neck and head. That boy is not mentioned at all. Only Lefteri is charged. It should have been everyone. No full investigations have been done. They hid whether he paid, what the gentleman did, he made it easy for him to come out without getting wet at all. They held him for a few days, he was released under house arrest and now he has to appear," he concludes.
