After long hours of discussions, the Assembly today approved the new administrative-territorial reform with 85 votes in favor. The reform did not receive the consensus of the opposition, but also of some deputies within the ruling front.

The majority's version aims to create larger and more financially sustainable local units, by reducing the number of municipalities from 61 to 46, but the final report of the Parliamentary Commission highlights that territorial unification is not enough to guarantee better services. The reform requires profound changes in the distribution of powers, financing of local government and regional organization. Meanwhile, the opposition proposed an opposite model, with over 92 municipalities, arguing that local government should be closer to citizens.

Twelve years after the 2014 reform, which reduced the number of local units from 373 to 61 municipalities, Albania is moving towards further territorial consolidation.

Under the new reform, 15 municipalities will lose their status as independent units of local self-government, joining larger neighboring municipalities. The reform is based on the aim of reducing administrative costs, concentrating financial resources and increasing the capacities of municipalities to provide public services.

However, the 357-page final report of the Special Parliamentary Commission on Administrative-Territorial Reform shows that local government problems are broader than the size of municipalities.

After today's approval, Fushë-Arrëz joins Puka, Klosit with Mati and Rrogozhina with Kavaja. In the Berat district, Dimali and Poliçan join Berat, while in the Fier district, Patos joins Fier and Divjaka with Lushnja.

In the south of the country, Selenica joins Vlora, Këlcyra with Përmet, Memaliaj with Tepelena and Libohova with Gjirokastra. In the Korça region, Maliqi joins Korça, while in the Elbasan region, Cërriku and Belshi join Elbasan and Përrenjasi with Librazhd.

The goal is to create larger units, capable of managing a larger territory and a broader economic base. The merged municipalities will no longer have independent political leadership and budgets, but will be administered by the structures of the respective municipalities.

One of the main issues remains whether the centralization of administration will be accompanied by maintaining access to services for communities that lose their municipality.

Financing, more money from shared taxes and changing the transfer formula

One of the main problems highlighted by the report is related to the dependence of municipalities on central government funding.

Ato lidhen me riorganizimin e personelit, trajnimin e administratës, integrimin e sistemeve digjitale, transferimin e aseteve, harmonizimin e kontratave dhe detyrimeve financiare.

Another concern relates to rural areas, where merging with larger centers may increase the distance of citizens from decision-making. In the absence of a mechanism that guarantees the maintenance and improvement of services, administrative consolidation may not bring the expected benefits to depopulated communities.

The opposition's version of deepening decentralization

Unlike the majority, the Democratic Party proposed a map revision that aims to increase the number of municipalities to over 92 units, with alternatives that could lead to over 100 municipalities.

According to the co-chair of the Territorial Reform Commission, Luciano Boçi, the platform is based on four main criteria: demography, economic and fiscal potential, distance from services, and territorial and historical identity.

The opposition argues that the 2014 reform removed local government from many rural and mountainous communities, weakening representation and access to services. One of the alternatives envisages the creation of new municipalities in areas where the distance from the administrative center is over 15-20 kilometers or requires about 30 minutes of travel, taking into account the number of inhabitants and economic opportunities. The DP also proposes an organization with smaller municipalities and 6-8 functional regions, or maintaining 12 counties with clear competencies for territorial planning, emergencies and inter-municipal projects.

However, the creation of more municipalities would require sustainable financing and reorganization of the administration, to avoid increasing costs and fragmentation of services.

In financial terms, the DP proposed increasing the unconditional transfer from around 1% of GDP to at least 2%, with a long-term target of up to 4%.

According to Boçi, the increase in funding should be accompanied by a change in the distribution formula, so that small municipalities and rural areas do not remain disadvantaged due to their low population.

The proposal relies on basic financing for each municipality, the inclusion of territory and relief costs, and the creation of an equalization mechanism for units with weak fiscal capacity.

This approach has points in common with the financial recommendations of the parliamentary report, particularly the need for a formula that reflects the real cost of services.

The main difference remains the way the territory should be organized: the majority aims for fewer municipalities, with more concentrated capacities, while the opposition demands more local units and a broader distribution of funding.

In both variants, the challenge remains to ensure sufficient financial resources and real competencies for local government. Without these changes, the revision of the administrative map may not be enough to improve services and curb the abandonment of rural areas./ monitor.al
