Greece is blocking a letter from the 27 member states to the EU Commission on opening the first five chapters of the membership process, a source confirmed to Euractiv, adding that Athens is pressuring Tirana to show "creativity" to resolve an ongoing bilateral crisis.

Tensions between Greece and Albania have eased since May, when mayoral candidate Fredi Beleri, who is running under the opposition banner, was arrested two days before local elections on suspicion of vote-buying.

He won the election in Himara by a handful of votes, but has not been able to be sworn in as mayor because of his imprisonment and despite appeals to be allowed to take the oath or sit under some other security measure.

Athens has repeatedly called on Albania to allow him to take the oath, calling it politically and ethnically motivated. The Albanian government has said that it cannot interfere in court proceedings and the justice system must follow its own path.

Over the weekend, rumors spread that Athens had refused to back a letter asking the Commission to open the first five chapters of the negotiations. An EU Council source close to the matter confirmed to Euractiv that this is true.

According to the source, Athens highlights some issues related to the rule of law, such as the Beler case and the implementation of some laws related to the Greek minority in Albania, such as property rights.

The same source emphasized that there is also a problem in the population census that is being carried out, as there were cases when members of the Greek minority were not asked about religion or language.
