In a statement to the media, the Democratic Party denounced that the procurement object was 'Improvement of the National Civil Status Registry System' with a fund limit of 3.8 million euros, which was canceled on the grounds that no suitable offer was submitted.
According to Vangjeli, in October 2024, the winner was announced as SOFT & Solution shpk, owned by Ermal Beqiraj, with a bid value of 3.1 million euros, while two other companies were disqualified.
She called on SPAK to investigate the tenders and activities of this institution.
"Now the NAKSHI should clarify for the public and SPAK, whether the fictitious procedure is the one for the implementation and maintenance of the national civil status registry worth 3.6 million euros or the procedure for the maintenance of this registry worth 1.9 million euros...", said Vangjeli.
Statement by the Anti-Corruption Spokesperson in the Democratic Party, Genta Vangjeli:
In June 2024, the National Civil Status Registry Agency announced the procurement procedure with the object: 'Improvement of the National Civil Status Registry System' with a fund limit of 3.8 million euros, which was canceled on the grounds that no suitable offer was submitted.
The same is re-announced in September with the object: 'Improvement of the National Civil Status Registry System - for the Ministry of Interior' and the fund changes from 3.8 million euros to 3.6 million euros from the following:
2.5 million euros, implementation period 12 months.
1.1 million euros maintenance term 24 months.
3 bids participated:
XION IT SYSTEMS GMBH value 2.7 million euros
SOFT Solution value 3.1 million euros
ATOM value 3.4 million euros
Two of them were disqualified, the lowest bid being XION IT SYSTEMS GMBH, on the grounds that it did not submit any valid documentation required in the DT.
In October 2024, the winner was announced as SOFT & Solution shpk, owned by Ermal Beqiraj, with a bid value of 3.1 million euros.
1 month later, the National Civil Status Registry announces another maintenance procedure for the National Civil Status Registry, specifically with the object: 'Maintenance of the National Civil Status Registry System - for the DPGJC', fund 1.9 million euros and the sole participating bidder XION IT SYSTEMS GMBH is declared the winner with a bid value of 1.9 million euros.
Based on the above first:
In the register of forecasts for 2024, the NAIS has stated that the fund that would be used for the national civil status register would be 3.8 million euros, while with the two above procedures for which the winner has been announced, the fund exceeds 5 million euros.
In the canceled procedure, the fund was 3.8 million, in the re-announced procedure 3.6 million, why did the fund change and what was the legal justification?!
The procedure re-announced in September contained 12 months of implementation and 24 months of maintenance, meanwhile, a month later, another tender was announced only for maintenance with another fund of 1.9 million euros, overlapping not only the deadline but also the state budget funds.
Now, NAKSHI should clarify for the public and SPAK, is the fictitious procedure for the implementation and maintenance of the national civil status registry worth 3.6 million euros or the procedure for the maintenance of this registry worth 1.9 million euros...
According to our verifications, in 2020, 2022, and 2024, AKSHI procured the same maintenance procedure for a fixed amount of 1.9 million euros, and in all cases the contractor was the Austrian company XION IT SYSTEMS GMBH.
Meanwhile, Ermal Beqiri, owner of 6 active businesses, with the company Soft & Solution, has received over 30 million euros from AKSHI, of which 22.7 million euros in 2024 alone.
Referring to the depositions of former No. 2 in the government Arben Ahmetaj, the company Soft Solutions, owned by Ermal Beqiri, invoices about 80% of AKSHI tenders, and if the flow of money in AKSHI tenders is investigated, it will reach the prime minister's family...
It is up to SPAK to truly investigate the activities of AKSH, how Ermal Beqiri took over this institution and the real beneficiaries of these millions...
