Territorial reform/ Celibashi: Not enough time. There can be no election date
Ilirjan Celibashi

The first to be affected by the territorial administrative division are the governing bodies of the CEC, which will have to organize the 2027 local elections.

But how much time does Commissioner Ilirjan Celibashi need to prepare the process in a new terrain?

"It would be good if the time available was more than 6 months, 7 months, 8 months, 9 months, and I don't know how much time will practically remain and I can't say today how much it could affect the quality of preparations, from an infrastructural, logistical, organizational point of view, for the upcoming elections," Celibashi said in an interview with Top Channel journalist Elda Menga.

The Chairman of the Central Election Commission, in an interview with Top Channel, gives several deadlines for when the territorial reform should be approved. All of them, apparently, are related to the decreeing of the election date by the President.

"If the President sets the election date, then there would be no sense in these elections. I cannot say clearly now and with conviction what legal implications there would be if the Assembly were to approve the new territorial division after the President of the Republic announces the election date. I do not know, we will have to wait for the developments at the beginning of the new parliamentary session regarding this issue, and I am not discussing the number, whether it will be 46, 60 or 100 municipalities, but we need clarity", said the head of the CEC.

15 municipalities are opposing the new map with protests, while the opposition demands that the new division be decided by referendum, a scenario that faces time and procedural constraints.

"There are some provisions related to the date of the elections, with certain periods of prohibition. You cannot hold referendums on election day, whether it is elections for the Assembly or elections for local government bodies. Then the Constitutional Court, in fact, is the one that will have to decide on the constitutionality of the referendum request ," Celibashi stressed.

The new territorial map is in the public consultation phase. The Socialists aim to pass it to the Assembly in October, a month that also coincides with the deadline when the President must decree the date of the 2027 local elections, which, according to the Electoral Code, must be held on one of the Sundays between April 15 and May 15./ TCH
