Prime Minister Edi Rama has given strong signals for a deep reform in the administration of the Ministry of Interior and the Ministry for Europe and Foreign Affairs, describing the current approach as disconnected from reality and the dynamics required by the time.

Rama stated that these two ministries " live in a different time ", emphasizing that it is not a matter of individuals, but of vision and institutional orientation.

The Prime Minister characterized the prefectures as institutions without real influence on local governance and internal affairs.

Edi Rama: The administration of the Ministry of Interior and the Ministry of Foreign Affairs are two administrations that live in different time zones. This is not a matter of employees, but a matter of vision, orientation and what is required of the administration.

A radical change in the administration that does not start with a change in people, but in the approach under a direction that requires a different view of internal affairs is a necessity. The education and training of the police force is not a matter for the police, but for the Ministry of the Interior.

The functioning of prefectures, the dimension of local government in internal affairs, if we read the legislation, is extensive, but if we look at the reality, it is deficient.

If we look at the prefectures today, they are Refugium Peccatorum, institutions that have lost their weight and meaning.

We need a reform for prefectures, which of course will be jointly led by the Minister of the Interior and the Minister of Local Government.

We need to draw a conclusion about whether we need prefectures or not, how they should be an added value in the entire network of internal affairs administration and not a few nests that distribute salaries and whose impact on internal affairs is close to zero.
