
The Socialists gathered their Parliamentary Group this Monday and, under the leadership of Prime Minister Edi Rama, decided to intervene in the Criminal Procedure Code, based on the case of Deputy Prime Minister Belinda Balluku.
As Edi Rama stated, a series of proposals have been made that aim to stop the suspension of ministers and other senior officials from office by the courts.
Ulsi Manja, as the chairman of the Laws Committee, during his speech at the Group meeting, which was broadcast live, attempted to explain a Latin legal term to aid the discussions, but it appears that the explanation is incorrect, Newsbomb reports.
"For those who are lawyers, a Latin term is also used in the reasoning of the Constitutional Court: "RATIONE MATERIAE" - said Ulsi Manja. The translation, according to him, is: "Because of the mother"!
However, this explanation or translation by the socialist who heads the Laws Committee is not accurate and it is not known whether Ulsi Manja was intentionally referred to incorrectly, or whether it was a momentary slip due to the situation.
“RATIONE MATERIAE” is a Latin legal term that translates to “by reason of the matter at hand.” It is primarily used to determine whether a court, tribunal, or legal authority has jurisdiction to hear a case based on the nature or substance of the legal issue involved.
The goal is to determine whether a legal rule, immunity, or judicial authority applies, based on what is at issue, rather than who is involved or where it occurred.
