"Corruptive acts are being legalized", clash in the Commission for changes to the AKSHI law. Tabaku: Is it true that an Israeli company has arrived?

Debates in the Laws Committee have erupted in strong tones following the initiative of SP MP Erjon Malaj to amend the law affecting the competencies of the National Agency for the Protection of the Rights of Persons with Disabilities.

According to the document filed in the Parliament, it is proposed to create ICT operating companies, as joint-stock companies where the state owns at least 51% of the shares. The draft stipulates that the National Agency for Information and Communication Technologies “ may create, participate in or cooperate with joint-stock companies… and transfer to them the administration of ICT systems, platforms and infrastructure”.

It also requires the repeal of several points of Article 29, removing the competence of the National Agency for Information Technology to conduct centralized procurement and conclude contracts for systems, software and hardware equipment.

MP Saimir Korreshi addressed Malaj with ironic tones:  "I have a question for the initiator, how dare you make this proposal? Ulsiu proposed amnesty for everyone this morning, you brought this up. Do you have any idea about AKSHI, what happened to AKSHI? Is anyone in this country responsible? One of the biggest thefts that has happened in this country is AKSHI, the biggest battery is AKSHI... To me, you are giving a lecture on corrupt acts."

Jorida Tabaku also raised strong questions about security and transparency:  "Is it true that an Israeli company has come and is working with the AKSHI? Is it true that what you are proposing is de facto happening? Who provides the personal data of Albanians?"

She warned that the draft "gives broad authorization for processes that should be state-owned," citing the value of "500 million euros in tenders per year" and emphasizing that the changes could undermine national security.

For his part, Erjon Malaj reacted by accusing the opposition of politicizing the debate:  "I regret the way you posed the issue. You addressed me with the words: 'how did you come up with the idea of ??proposing this law'. Just as much of an expert as Ms. Tabaku is on the legal initiatives she brings about the excise duty on beer, I am also on the AKSH."
