If Bulgarian authorities accept macedonian government changes then Albania's negotiations could open on the margins of the upcoming NATO Summit.
The latter, will be held in Madrid on 29 and 30 June.
Thus, an international diplomatic source told the Albanian Post, which was declared on condition of anonymity because of the sensitivity of the issue.
The international event will feature the largest police dislocation in Spain's history, as it gathers 44 world leaders.
The event is held in the context of the war in Ukraine and tensions between the Atlantic Alliance and Russia.
Referring to the AP government source, who stressed that we may have a start to negotiations on Monday 27 June, this plan has been difficult.
"There is a possibility but it has faded, as Macedonians want to make a small amends to the French proposal", the international official clarifies on condition of anonymity.
According to the source, if Bulgaria accepts it is approved in the margins of the Nato Summit in Madrid.
"If Bulgaria does not accept, the RMV will refuse it, so it will be North Macedonia that will not agree with the proposal", the international official, who will be a participant in the summit, said in closing.
The RMV Macedonian
authorities have set out three conditions for the French presidency's proposal to start negotiations with the EU.
First, the issue of the Macedonian language should not be questioned in the framework of negotiations.
Second, historical issues should not be included.
The latter belongs to the involvement of Bulgarians in the Constitution of North Macedonia.
Macedonian Deputy Prime Minister Bojana Maricic and Top Diplomat Bujar Osmani revealed this.
Bulgaria's
National Assembly approved the French proposal on Friday (June 24th) with 170 "pro" votes, 37 "against" and 21 "abstaining".
The decision gives the green light to resigning Prime Minister Kiril Petkov to adopt the negotiating framework and conclusions proposed by the French Presidency with the EU Council.
This, to resolve the complex relations between Bulgaria and North Macedonia, if certain conditions are met.
The National Assembly confirmed the conditions under which Bulgaria can support any step in North Macedonia's European integration process.
Namely: Effective implementation of the Friendship, Good Neighbourhood and Co-operation Treaty of 2017 and the intergovernmental Commission meeting minutes under this Treaty; ensuring the rights of Bulgarians in the RMV, with their involvement on equal terms with other peoples in the RMV constitution.
To this end, the Government of the Republic of Bulgaria must adopt the draft negotiating framework and conclusions of the EU Council proposed by the French Presidency.
This, with some conditions: Clarification of the text of the Draft Conclusions of the Council so as to ensure the inclusion of Bulgarians in the CONSTITUTION of the RMV in the provisions in which other peoples are mentioned and on the basis equal to these peoples.
The second condition concerns improving the proposed draft negotiating framework and draft council conclusions.
This, to more clearly reflect the fact that nothing in North Macedonia's EU membership process can be interpreted as the Republic of Bulgaria's recognition of the existence of the Macedonian language.
Third, there is the guarantee that good neighbourliness remains a horizontal criterion throughout the membership process.
In response to the decision, Petkov announced that the National Assembly adopted a landmark decision giving the green light to The French proposal for Macedonia's membership in the European Union.
"Integration into the Western Balkans is of strategic interest to the EU", the Bulgarian prime minister said in his resignation.
The decision of the Assembly of Bulgaria welcomed Albania's President and Prime Minister Ilir Meta and Edi Rama and French President Emmanuel Macron.
