Changes in the Electoral Code, Gjiknuri: Candidate lists, with the new formula,
Damian Gjiknuri

Damian Gjiknuri, deputy of the SP, and one of the drafters of the changes to the Electoral Code, in the negotiations with the colleague of the DP, Oerd Bylykbashi, during the discussions in the Parliament hall, said that there is a cacophony as if the formula used for the lists of candidates are closing the race.

Gjiknuri said that in 2021 only 3 candidates break the quotient, while with the proposed formula there are about 40 mandates in play.

"Even if we have the 100% lists, do you know how many mandates would change in the ranking, referring to the 2021 result? Only 34 mandates and we would have no guarantee for gender quotas. With the open system in play, respecting gender quotas, 22 mandates would be in play. While today we have 40 mandates at stake. So the myth of closing competition is dispelled by numbers", said Gjiknuri.

Next, the socialist deputy said that in the case of the Diaspora vote, those who will be registered will be removed from the centers where they appear today, and in this way it will be possible for them to vote through the procedures that will be determined by the CEC.

Gjiknuri said that our Constitution provides that the voter has two votes: one for the party and one for the preferential competition. "This is the voter's opportunity to correct the party list. In every system, parties compete and not a group of people who want to become deputies", said Gjiknuri.

He said that there is no deal between Rama and Berisha, as the agreed draft is trying to describe. Gjiknuri said that for two years efforts were made for a political compromise as much as possible, while he raised suspicions that throughout this time there has been an attempt by representatives of the opposition to approve proposals at the expense of another party in the opposition.
