Deputy Agron Shehaj has conducted an interpellation with the Minister of Finance, Ervin Mete regarding the concession contracts.

Shehaj raised the concern that despite the billions of euros of PPPs, there is a total lack of compliance with concession contracts.

Shehaj brought some examples, while also stopping at the concession of the Thumanë-Kashar road, saying that this concession has been kept secret and has not been published in the report.

For his part, Minister Meta said that PPPs are monitored by the contracting authorities themselves. The minister also said that in Albania there are 11 PPP contracts with budget support and no new contracts were signed during 2023 and there are no new contracts in 2024 either.

Shehaj: Despite the billions of PPP euros, there is a total lack of information on compliance with concession contracts. We know how much money the state gives to the concessionaires, but we have no information on the progress of the investments that the private sector should have made. We do not know if these investments were made within the deadlines. We do not know if the concessionaire has fulfilled the terms of the contract. These contracts are drawn up in the interest of concessionaires and not citizens. The contracts themselves have no common economic logic. The Arbri road, for example, an investment of 74 km, in difficult terrain, the estimated investment of 265 million euros. Thumane Kashar road 20 km, plain, 224 million euros. How is this possible? Are the costs of the Thumane-Kashar road inflated? Have you checked on this? Have you monitored this concession contract because in the report you published a year and a half late, the Thumane Kashar concession is missing. I would like to know why you have kept this concession hidden.

Defects: It is the contracting authorities that monitor the implementation through their contract management units and they are the ones that report to the Ministry of Finance, which subsequently makes this report.

We will draft a fiscal risk document, our aim is to publish it in September and it will be named "fiscal risk statement".

Today we have 11 PPP contracts with budget support, and during 2023 no new contract was signed, and we do not have any new contract in 2024 either.
