The head of PBDNJ, Vangjel Dule, has accused the census of population registration, including national minorities. In a press conference from the Presidency of the Assembly, Dule listed a number of arguments why, according to him, the census failed.
"Registration is not done based on the legislation that also requires questions about ethnicity, mother tongue and religious belief, the answers are optional, the registrars do not fulfill their obligation to address the questions to the citizens, there are cases when citizens insist and the registrars say are not obliged to ask questions or that the technical possibility does not exist. Registrars were excluded only because they registered too many members of a minority and were not replaced. According to the law, those who are not found in their homes in the first case are not notified, and in cases where citizens request a second chance to register, they are not given such an opportunity. We have a threat, as it happened with civil servants or businessmen, when they registered their ethnicity and native language, they told them that "you must bear in mind that you are a civil servant", he said.
Dule emphasizes that he referred these violations to the higher instances of INSTAT, but there was no reflection.
"It has failed and even when we submitted our complaints to INSTAT, we did not find any reflection", said Dule.
During the conference, Dule returned to the case of Fredi Beleri, who has been in prison for almost 6 months. He said that Beleri is being held hostage and that this is not a matter that belongs to Albanian justice. In a press conference from the Presidency of the Assembly, Dule said that the fact that Beleri is not being allowed to take the oath is an indication that it is all a political revenge.
"We have not had a flagrant case. Beler was with his lawyer and one of his relatives, to whom he bought and who sold his vote, it does not exist, in many other aspects we have illegality, the presumption of innocence is necessary, he is innocent, and therefore he is presumed innocent and any elected mayor cannot be prevented from taking the oath, this is a flagrant violation of the Constitution, of European principles, Beler is a hostage and violating the Constitution, it is insisted that he be deprived of taking office, no one obstructs the justice that to do his job, but keeping away from swearing is flagrant. Political revenge", said Dule.
On September 14, the Special Court against Organized Crime and Corruption decided to proceed with the trial of the case of Beler, who was arrested on the charge of active corruption in the elections.
Beleri was arrested two days before the May 14 local elections. According to the prosecution, he offered money in exchange for votes in his favor.
