The Youth Forum of European Popular Parties has requested that the Albanian government allow the oath of the elected mayor of Himara, Fredi Beleri.
Through a statement to the media, YEPP accuses Prime Minister Edi Rama and his government of having implemented a scenario influencing the justice system to keep Beleri prisoner.
YEPP further states in its response that Albania is constantly violating the rights of minorities, while suggesting that our country take into account the advice of Greece on how to deal with minorities in the protection and respect of democratic norms, minority rights and efforts for EU integration.
FULL STATEMENT:
The alarming situation involving Alfred (Fredi) Beleri, the elected mayor of Himara and representative of the Greek minority, also supported by the Albanian opposition, reflects a disturbing violation of democratic norms and human rights. Beleri has been the subject of a series of escalating attacks led by Albania's Prime Minister Edi Rama, culminating in his arrest on the eve of local elections in May 2023, on allegations of voter corruption.
Elected in custody on May 14, 2023, Beleri has been detained for over three months in Vlora prison, preventing him from assuming the office of mayor. His lawyer's multiple appeals have been repeatedly rejected, revealing a scenario where law enforcement appears intent on impeding his role as the elected mayor of Himara.
Albania's journey towards EU membership emphasizes the importance of respecting democratic transformations, fundamental rights and respecting EU rules, values and standards. It is essential to acknowledge the important role of the Greek government and the wider international community in protecting respect for democratic norms, minority rights and EU integration efforts.
The reason for the statement
The Youth of the European People's Party (YEPP) finds it necessary to express deep concerns about the undermining of democratic norms and the rule of law in Albania. Since elections are the highest form of democratic will, we see here a danger to the basic democratic values that we as a youth organization are ready to defend at all times. The simultaneous disregard of the rights of the Greek minority and the candidates of the Albanian opposition and democratic ethics by the Rama administration are in complete opposition to the principles that we as YEPP defend. Albania's EU membership efforts require unwavering commitment to EU values and standards.
• The resolution of the European Parliament dated July 12, 2023, outlined the ongoing violations of the rights of the Greek minority and underlined the case of Beleri, emphasizing the essential requirement of democratic stability and respect for human rights in the aspirant countries in the EU.
• The Political Assembly of the European People's Party, on September 4, 2023, strongly condemned the violations committed by the Albanian government against Beler, echoing the concerns of the European Parliament and emphasizing the urgency of respecting democratic norms and respecting the rights of minorities.
YEPP's position and calls for action
Given the disturbing developments in Albania, the Youth of the European People's Party (YEPP) resolutely reaffirms our commitment to democracy, human rights and the rule of law. The flagrant violations of the Albanian government require our firm stance and the persuasive call for immediate and comprehensive correction.
Therefore, YEPP calls for:
• Concrete punishments: The international community should clearly and unwaveringly condemn the actions of the Albanian government and the continuation of the unjustified detention of Beler.
• Respecting the election results: The Albanian authorities unconditionally respect the results of the local elections of May 14, 2023, ensuring respect for international norms and the principles of European democracy.
• Commitment to the Principles of the EU: Albania to demonstrate a sustainable and viable commitment to the values and standards of the European Union, reflecting the sincere alignment with the fundamental principles of the European community.
• Facilitating Administrative Procedures: All relevant institutions facilitate fast and transparent procedures for the swearing-in of the elected president Beleri, guaranteeing the independence of administrative and judicial actions.
• Increasing democratic sustainability: Albania should strongly reinforce its commitment to democratic evolution, the rule of law and the protection of fundamental and minority rights, reflecting real progress towards EU membership.
