An investigation into the kidnapping of the children of German heiress Christina Block appears to have accidentally led authorities to one of the most serious suspected cases of leaking secrets within German intelligence.

According to SPIEGEL reporting, investigators came across sensitive data from the Federal Intelligence Service, BND, during investigations related to the service's former head, August Hanning.

Hanning had come under the watch of authorities due to suspicions that he may have been involved in a previous attempt to kidnap Christina Block's two children, a claim that the former BND chief has denied.

Investigators had even gone so far as to infiltrate his inner circle with an undercover agent. In September 2025, Hamburg criminal police searched the offices of a security company where Hanning was a board member, as well as his home in North Rhine-Westphalia.

It was during these checks that investigators allegedly uncovered sensitive BND data, according to the report. For this reason, the Federal Prosecutor's Office in Karlsruhe, which is responsible for investigations into espionage and treason, was involved.

The investigation then took a completely different direction.

The Federal Prosecutor's Office suspects that Hanning illegally obtained secret information from the BND after leaving the service and that some of it may have been used in his private security consulting business.

On Tuesday, authorities arrested the 80-year-old at his home in North Rhine-Westphalia. At the same time, his former chief of staff at the BND, Manfred D., who is suspected of supplying him with classified information, was also arrested.

Hanning is being investigated for several serious offenses, including espionage that violates state security, providing state secrets, attempted treason, and agent activity for a foreign service.

According to SPIEGEL, in at least one case Hanning allegedly used the information to prepare an analysis for a person connected to a foreign intelligence service.

The country for which this person worked has not been made public, but according to the report it was not Russia.

The arrest of a former BND president is considered an almost unprecedented case in German history.

Hanning headed the intelligence service from 1998 to 2005 and then served as secretary of state at the Home Office until the end of 2009.
