The European Union has reacted regarding the elections in the four northern municipalities during yesterday.
The EU has assessed that the elections were in accordance with the legal framework of Kosovo. However, they expressed concern as the output was too low.
" The European Union has taken into account yesterday's four elections for mayor and two early elections for municipal assemblies in the municipalities of Leposaviq, North Mitrovica, Zveçan and Zubin Potok. The EU acknowledges that the elections were held in accordance with the legal framework of Kosovo and that efforts were made to conduct them in a peaceful and orderly manner. At the same time, the EU expresses regret that not all parties and communities took advantage of their democratic right to participate and vote in the elections ," the communiqué reads, the National newspaper reports.
In this reaction, the European Union has called for the Association of municipalities with a Serbian majority to be finalized as soon as possible.
"The very low participation, especially among Kosovo Serb citizens, shows that this process is not considered and cannot be considered as usual. Participation in electoral processes is intended to ensure that the voices of communities represented by elected leaders are heard. "Since the Kosovo Serbs left the Kosovo institutions in the north of Kosovo in November 2022, the EU has been continuously engaged with both parties to facilitate their return," the communiqué states.
" These elections do not offer a long-term political solution for these municipalities. This can only happen through the permanent return of Kosovo Serbs to institutions and for Kosovo to enable this return. The work for the establishment of the Association/Community of Municipalities with a Serbian majority should be finalized as soon as possible ", it is further specified.
The European Union has called for serious dialogue, so that the Serbs can return to the police and judiciary in the north.
" It is imperative that we urgently restore a situation where Kosovo Serbs actively participate in local governance, the police and the judiciary in the north of Kosovo. For this, there is an urgent need for a serious dialogue between the Government of Kosovo and the Kosovo Serbs in the north. So far little progress has been made. Therefore, we need both sides to play their part and fulfill their commitments. The agreement on the path to the normalization of relations between Kosovo and Serbia is the right platform to achieve this objective. The EU welcomes the professionalism of the Kosovo Police, its Mission for the Rule of Law (EULEX) and KFOR in ensuring a safe environment for the elections ", concluded the press release of the European Union.
The USA has said that the elections for mayors in the four northern municipalities of Kosovo, as well as for municipal assemblies in two municipalities in the north, were held in accordance with the constitutional and legal requirements of Kosovo.
The US Embassy in Kosovo has said that they support " a diverse, inclusive and multi-ethnic democracy in Kosovo and the elections that support it ".
"It's a pity that not all parties used their democratic right to participate in today's elections. Participation in elections helps ensure that leaders are representative of the population they serve. Voting is a critical freedom of a democratic society. We recognize the efforts of Kosovo's election officials to make polling stations available to citizens who wish to exercise their right to vote, minimizing potential points of tension. We also express our gratitude for the professionalization of the Kosovo Police, the EU Mission for the Rule of Law (EULEX) and KFOR for providing a safe environment for the elections", the Embassy's response states .
