Senior State Department officials are drafting a new list of exemptions from the foreign aid freeze for Ukraine, which could allow the country access to currently suspended economic and security funds.

If approved, these exemptions would extend beyond the emergency aid allowed so far by Secretary of State Marco Rubio.

It is not yet clear whether the exemptions will include military funding, although Congress has allocated over $4 billion for the Ukrainian military.

Most of these funds were used for weapons and equipment, but some contracts are long-term, making it difficult to determine the exact amounts spent.

On the practical side, there is uncertainty about whether additional aid will reach Kiev even if the exemptions are approved, due to disbursement bottlenecks.

The State Department has not yet confirmed whether new exemptions have been granted, but Yuri Kim, the principal deputy assistant secretary of state for European and Eurasian Affairs, has been tasked with compiling a list of the department's Ukraine-related programs as part of the effort to expand exemptions, the State Department representative reported, Politico reports.

Politically, these efforts reflect divisions within Trump's team over Ukraine policy. Trump has had verbal clashes with Zelenskyy and has opposed Ukraine's efforts at the UN to condemn Russian aggression.

However, some of his aides, such as Keith Kellogg and Rubio, have been more critical of Russia.

On the ground, the aid freeze has damaged many humanitarian programs, including those supporting Ukrainian refugees.

During a visit to Ukraine and Poland, Senator Jeanne Shaheen witnessed the consequences of this crisis, citing an organization in Poland that provided mental health care to refugees but has been forced to stop treating patients due to a lack of funding.

State Department officials have confirmed that the waiver process is bypassing the foreign assistance office, headed by Pete Marocco, a Trump ally and skeptic of foreign aid.

Meanwhile, international organizations and aid groups have been unable to access their funds or contact USAID for assistance.

The State Department requires each program to individually justify benefiting from exemptions, but even when they are approved, payment systems remain blocked, preventing aid from reaching beneficiaries.

Shaheen has urged Rubio to expedite approval of waivers for Ukraine, stressing that delays "undermine the national interest of the United States" and directly impact the lives of Ukrainians facing the consequences of the war.
