"Russia's weak morale and limited time to re-equip and reorganize forces from previous offensives are likely to hamper Russian combat effectiveness."
Ukrainian President Volodymyr Zelensky has warned he will cut off talks with Russia if soldiers defending Mariupol are killed. The strategic city has been under Russian attack for weeks. Officials say the planned evacuations have been halted as a result of intense bombing.
