Russia backs Vucic's 7-point plan for Kosovo: EU and US cannot be
Maria Zakharova

A week ago, Aleksandar Vucic in an extraordinary speech announced a seven-point plan for Kosovo, where he classified it as a special social protection zone and called for the creation of a special prosecutor's office.

Vucic's plan received Unconditional Russian support on Friday, with Foreign Ministry spokeswoman Maria Zakharova saying Belgrade's initiative to resolve the situation in Kosovo is the only possible step to follow.

"President Vucic's initiative suggests that this is the only possible step Belgrade sees now. We fully support the requests laid down, we welcome the intention to re-present a request for the return of Serbian security forces to Kosovo in full compliance with UN Security Council Resolution 1244," Zakharova said at a conference on the margins of the Eurasian Women's Forum.

For Moscow only establishing the status quo, returning to the core of the Brussels Agreements, can provide the basis for further fruitful dialogue. Zakharova insists that decisions of the Pristina government should be repealed, which she considers unilateral and illegal.

It includes closing Serbian administrations, banks, post offices, replacing Serbs with Albanians in local self-government bodies and banning the use of dinar.

"The main precondition for normalization is for Kosovo Albanians to fulfill their obligations in accordance with the documents they signed, first of all for the formation of the Union of Serbian Municipalities in Kosovo," Zaharova said further.

Brussels and Washington cannot act as "honest mediators" in the context of normalizing relations between Belgrade and Pristina.

"Since the United States is unable to play the role of an honest broker, by ensuring the fulfillment of key agreements from Brussels, they are, as they created that quasi community, are subject to it, leaving no chance of a just outcome. All this is to the detriment of peace and stability," Zakharova said.

Considering Kosovo as "original Serbian territory", Zakharova accuses NATO and the West of becoming sponsors of the Kosovo project for 25 years and working to legalise the capture of that territory. According to her, this process culminated in the coming to power of Albin Kurti, which the Kremlin spokeswoman claims to have caused "Albanianization to take on threatening proportions".

"Serbs are being driven out of the province's territory, trying to erase traces of their centuries-old historical heritage. I will not talk about corruption and crime in Kosovo. Only when there is a state can institutions manage it, establish law and order. But this is a quasi state, they formed it with deceit, so today it exists with fraud," Zakharova stressed.
