President Vladimir Putin said Russia would be prepared to talk with Ukraine, the United States and Europe about Ukraine's future if they wanted, but Moscow would defend its national interests.

Putin, who launched an unprovoked war against Ukraine in 2022, has repeatedly said he would be prepared to talk peace, although Western officials have said he is waiting for the US presidential election to be held in November before make a genuine effort.

"In Ukraine, those who are aggressive against Russia, in Europe and the US - do they want to negotiate? Let them do it. But we will negotiate based on our national interests," Putin said during a meeting with the defense leadership in Moscow.

"We will not give up what is ours," Putin said, adding that Russia does not intend to go to war with Europe.

Russia controls about 17.5 percent of the territory that was internationally recognized as part of Ukraine when the Soviet Union collapsed in 1991.

Russia annexed Crimea in 2014 and last year said four other regions of Ukraine, which are partially controlled by Russian troops, are now part of Russia. Kiev has said that it will not stop until it expels all Russian troops from the territory of Ukraine.

During the meeting with the defense chiefs, Putin said that now Russian troops have the initiative on the battlefield.

"We will not give up the goals of the special military operation," Putin said, referring to the unprovoked invasion of Ukraine. He added that Russia needs better military communications and satellite capabilities.

Putin said that by 2023, 490,000 contract and volunteer soldiers have joined the Russian army. The goal for next year, according to him, is for this number to reach 745,000.
