The security situation in Kosovo continues to remain "very unstable", although it has calmed down after the great violence of May, the commander of NATO troops in Kosovo, Angelo Michele Ristuccia, said on Wednesday.

Tensions in the north of Kosovo - an area inhabited by a majority of Serbs - increased in late May, after local residents opposed the new Albanian mayors, who were elected in April.

The April elections were boycotted by the population and the Serbian parties in Kosovo, causing the turnout to be only 3.5 percent.

More than 90 soldiers of NATO's peacekeeping force, KFOR, were injured during clashes with Serbian protesters in the north, according to NATO. About 50 protesters were injured as well.

Italian Major Angelo Michele Ristuccia, KFOR commander in Kosovo, said that tensions between the two sides still remain high due to political differences.

"The situation is calm, after the events of May 20. But somehow, the situation is still very unstable. We perceive tensions, because of...many unresolved issues," he told reporters at NATO headquarters in Brussels on Wednesday.

He said that if he describes what is happening in Kosovo "I would say that the most disturbing disease is mistrust - mistrust between the parties".

"This means that there is no military solution. The only solution is political," he added.

In July, Kosovo and the European Union agreed on the steps to be taken to stabilize the situation, including reducing the police presence in the northern municipalities and holding new elections.

When tensions started in the north, the international community led by the United States and the European Union asked Kosovo and Serbia to reduce tensions and return to the dialogue for the normalization of relations, which is mediated by the European bloc.

The EU then imposed some punitive measures against Kosovo due to non-fulfillment of the requirements, while the US announced that Prishtina would not participate in NATO's Defender Europe 23 military exercises.

Kosovo has agreed to reorganize the elections in the north and issued an administrative instruction, through which citizens can dismiss the mayors of their respective municipalities.

After the entry into force of this administrative instruction, which is expected this month, the citizens of the four municipalities in the north of Kosovo can immediately initiate the petition for the removal of the current mayors of those municipalities.

In the event that the collection of 20 percent of the signatures of the voters by the initiators of the petition is achieved, then the Central Election Commission verifies the signatures of the voters and organizes the voting in the municipality or municipalities that initiated the petition.

For the dismissal of the mayor of a municipality, 50 percent plus 1 vote from the total number of voters of the respective municipality is needed./REL
