German Chancellor Friedrich Merz's proposal that the European Union ease sanctions on Tehran as part of a comprehensive deal to end the conflict in Iran has sparked discussions among European leaders.

At an informal EU summit in Cyprus, Merz said that the gradual easing of sanctions could be an EU contribution to advancing the peace process.

"Easing sanctions could be part of the process. No one opposed this. It is, let's say, our contribution to moving this process forward and achieving a permanent ceasefire," Merz said.

Sanctions against Iran have been imposed for years by the EU, including travel bans and asset freezes for individuals and companies, in response to human rights violations, nuclear activity and military support for Russia.

However, other European leaders have expressed reservations. European Council President Antonio Costa said it was too early to talk about easing sanctions:

"It's too early to talk about this issue," Costa declared.

Even the President of the European Commission, Ursula von der Leyen, emphasized that any such step must be conditioned by concrete changes in Iran's behavior:

"We believe that the lifting of sanctions should be conditional on verified de-escalation, in particular progress in international efforts to limit the nuclear threat and a change in repression of the Iranian people," she said.

On the other hand, US officials have suggested that a comprehensive agreement covering Iran's nuclear and ballistic programs, as well as the opening of the Strait of Hormuz, could create the basis for a lasting peace.
