The experts of the Western Balkans express concern about the recent increase in tensions between Serbia and Kosovo, which Vladimir Putin is the beneficiary of. According to them, in the absence of trust between the parties, only increasing international pressure from Brussels and Washington could bring a solution between Kosovo and Serbia.

Researcher Ivana Stradner from the Washington-based Foundation for the Defense of Democracies says that after the September 24 attack by an armed Serb group in the northern part of Kosovo, which led to increased tensions between Kosovo and Serbia, Russia benefits, which is committed for a long time to create a new center of crisis in Europe to distract the attention of the West from the war in Ukraine.

"Vladimir Putin has been looking for weak points for a long time. What happened last week was an attempt to open a new front and to show that NATO and the European Union are strong only on paper," says Mrs. Stradner.

She adds that the Russian President can no longer penetrate into countries like Romania or Poland to challenge the West, but the Western Balkans continues to be a target of the Kremlin.

"The Balkans is a very suitable place to reopen old wounds and he knows that ethnic-based tensions play a role. Of course, this would not be possible without the help of Belgrade and its allies in the region", said Mrs. Stradner.

What is happening between Kosovo and Serbia, the escalation in Bosnia, as well as the unrest and political polarization in Montenegro, according to Ms. Stradner, "are all dreams come true for Moscow."

"Putin does not need tanks and planes in the Balkans. What he needs is to use the old tool that Russia has used for a long time - hybrid warfare that starts with information warfare before using military force. Belgrade and Moscow have been testing the West's red lines for a long time," says Mrs. Stradner.

According to the expert, President Vučić, who follows a policy that aims to balance between Beijing, Moscow, on the one hand, and Brussels, London, and Washington, on the other, uses tensions for strategic purposes, including consolidating his power.

"President Vučić understands that he has to cause crises in the region, to then reduce tensions and portray himself as a pillar of stability, creating the idea that without him, there is no security in the region... He understands that by pushing the Balkans to the edge and then by portraying himself as a source of stability, gives him the advantage to negotiate with the West. And these things are also related to Putin's wishes, because he can appear as a mediator and use the Balkans for negotiations with the West," she says.

Mrs. Stradner thinks that tensions in Kosovo and the region will continue.

As Serbia nuk po rri duarkryq.

According to him, despite the difficulties presented by the conflict over sovereignty between Kosovo and Serbia, the mediators in Brussels - who face the end of their mandate - are motivated to find a solution.

"The pressure must continue. There must be some kind of common vision, how to act step by step, how to create the association... The good thing about these two leaders is that if they agree between them, there will be no blockades in the internal plan," he declared. .

According to him, the two leaders - Vucic and Kurti - if they have the political will, they are in powerful positions within their countries to reach a compromise./VOA
