"Peace Board" Begins Work: Unveils Plan to Disarm Hamas and Rebuild
Donald Trump

Donald Trump's Peace Board has presented Hamas with a written proposal on how to disarm, a step the Palestinian militants have so far refused to take, as the US president presses ahead with his plan for the future of Gaza.

The proposal was delivered to Hamas during meetings in Cairo last week. The talks were attended by Nickolay Mladenov and Aryeh Lightstone, two sources familiar with the matter said.

Mladenov is the envoy to the Trump-appointed Gaza Peace Board. Lightstone is the US aide to Trump's special envoy, Steve Witkoff. Trump's plan for Gaza, agreed to by Israel and Hamas in October, calls for the withdrawal of Israeli troops from Gaza and the start of reconstruction while Hamas lays down its weapons.

Mladenov said on Thursday that serious efforts were being made to bring relief to war-torn Gaza, with a framework agreed by mediators that could advance reconstruction in the enclave, much of which is in ruins.

“It is now on the table. It requires a clear choice: complete disarmament by Hamas and every armed group, without exceptions and without concessions. In this season of hope, I hope that those responsible make the right choice for the Palestinian people,” Mladenov wrote on X during the Muslim holiday of Eid al-Fitr.

Hamas representatives were not immediately available for comment on Saturday, the second day of the holiday. Disarmament talks were suspended at the start of the US-Israeli war against Iran that began on February 28.

US officials have said that Hamas, backed by Iran, could be offered amnesty in any deal in which it agrees to hand over heavy weapons and light weapons, including rifles. Sources close to Hamas say the group is likely to refuse to hand over its rifles because of fears of attacks by rival militias in Gaza, some of which are backed by Israel. Hamas and its rivals have carried out deadly attacks on each other since the October ceasefire.

One of the sources said much would depend on what is acceptable to Israel, which wants the group to completely disarm.

Some of Hamas' most prominent officials have completely rejected any disarmament in recent months.

Israel has shown no sign of withdrawing its troops, which control about half of Gaza's territory, while Hamas maintains firm control over the other half of the enclave and its residents, most of whom have been made homeless by two years of devastating war.

Amnesty and targeted investments in Gaza were being offered as incentives to Hamas, but he said it was not clear whether the Peace Board would have the funds to finance this.
