Rodrigo Duterte, the former president of the Philippines, was arrested in Manila on Tuesday on a warrant from the International Criminal Court for crimes against humanity in his war on drugs, with summary executions of tens of thousands of Filipinos.

His arrest was made at Manila airport after he returned from a trip to Hong Kong, according to the Philippine government. Duterte's lawyer, Salvador Panelo, said the arrest was illegal, in part because the Philippines withdrew from the tribunal while Duterte was in power.

The 79-year-old Duterte, who left office in 2022, remains one of the most influential politicians in the Philippines and enjoys relative immunity despite numerous accusations against him related to the anti-drug campaign.

Activists say the vast majority of victims were poor urban Filipinos, some of whom were minors and people who had no connection to the drug trade.

Only a few people have been convicted in connection with the killings, which rights groups estimate at around 30,000.

The case will be a high-profile test for the court, which in recent months has sought the arrest of Israeli Prime Minister Benjamin Netanyahu and the head of the military junta in Myanmar, Min Aung Hlaing, accusing both of crimes against humanity.
