The brief revolt of Yevgeny Prigozhin's Wagner troops has also changed the agenda of the EU summit. The recent developments in Russia and the upcoming war in Ukraine are unpredictable for the future just as the future of the Wagner troupe is unknown.
If the Wagner private army amasses in Belarus, it could also turn into a threat to European security. It is also unclear what dangers come from a destabilized Russia.
After last weekend's developments, the EU seeks to demonstrate unity, among other things, with partner states such as the US. The Secretary General of NATO, Jens Stoltenberg, is invited to the summit, as is the President, Volodymyr Zelenksi, via video message. It is explicitly stated that the EU will support the expansion of the capacities of the armaments industry in Europe.
The EU is also ready to buy common armaments. Ahead of July's NATO summit in Vilnius, member states and governments want to strengthen cooperation within the transatlantic alliance.
Support for Ukraine will not only continue, but also strengthen - as a clear signal to the Russian president. Putin is waiting for the EU to run out of patience, but he will lose this bet, it is said in Brussels. The European Peace Fund, which finances most of the military aid to Kiev, will increase by 3.5 billion euros. Other concrete decisions are not expected. The European Commission and member countries such as Estonia and Lithuania want Russia to pay for the reconstruction of Ukraine, and for this purpose to use frozen Russian assets, through taking profits from interest rates. But this plan is seen as difficult to implement legally. Many governments fear that the effort will not be worth it in the end.
Another topic is a special tribunal for crimes in Ukraine. But how this tribunal will be organized is still unknown. Security guarantees for Ukraine will also be discussed, according to the EU and NATO, when the war is over.
With the compromise of the EU interior ministers, the debate on asylum reform has not ended. Hungary and Poland do not want to accept refugees as before and refuse compensation payments. The Hungarian Prime Minister wants asylum seekers to wait outside the borders of the EU until their application is decided. Corresponding agreements for this are required from both Italy and Austria.
Meanwhile, countries such as Bulgaria, Denmark, and the Netherlands are expected to repeat their request to receive funds from the EU for the construction of border fences. For Germany, it is not welcome that the topic of migration turns into a topic of debate at the summit, because the German governing coalition does not agree on this issue.
EC President Ursula von der Leyen is asking for an additional 66 billion euros for the EU budget, referring to the changes that have taken place in the world since 2019, when the EU budget is set. The Corona pandemic, the Russian attack on Ukraine and high inflation have increased spending. The new financial injection should help the EU continue its support for Ukraine, cope with migration challenges and invest in new technologies. But for these new financial requirements there is not much enthusiasm among the member countries. The brakes will crush the frugal countries - Denmark, Sweden, Austria and the Netherlands. Even the finance ministers of France and Germany say that they don't have a single extra cent./ DW
